What Has Changed in Türkiye Since 2023

Türkiye has dropped the visa for American tourists, set a USD 200,000 property figure for residence, added a 20-year tax exemption on foreign income for new residents, and kept indexing its lira amounts to inflation. One warning applies to this whole page: lira amounts lose value quickly. Consumer prices rose 29.73% in the year to September 20262, so every lira figure below carries its date, and thresholds tied to the minimum wage are reset each year. The changes, newest first.

  • July 4, 2026: General Communiqué No 333 set out how the new exemption works: you must obtain an exemption certificate from your tax office by the end of the year in which you become resident (by the end of February if that is November or December), and work you do in Türkiye for foreign clients is not exempt10.
  • July 1, 2026: visit co-payments at public hospitals rose to TRY 50 at state hospitals, TRY 90 at training, research and university hospitals and TRY 100 at private hospitals; family-doctor visits stay free13.
  • June 4, 2026: Law No 7582 of May 21, 2026, published that day, added article 20/D to the Income Tax Law: people who become resident from January 1, 2026, with no domicile and no tax liability in Türkiye in the previous three calendar years (liability only for Turkish rent, investment income or capital gains does not count), pay no Turkish income tax on income earned outside Türkiye for 20 years. It also set a 1% inheritance tax rate for property passing by inheritance from people using the exemption; by our reading this covers what they leave on death, and no official guidance settles it9814.
  • May 1, 2026: the Presidency of Migration Management said residence-permit fees had not changed15.
  • Since February 2026: the Central Bank publishes a new tenant rent index and quarterly rents per square meter by province, from bank valuation reports1617.
  • January 1, 2026: the income tax brackets were raised for inflation8; the minimum wage became TRY 33,030 a month gross1819; the employer’s pension contribution rose to 12%20; households using 4,000 kWh of electricity a year or more lost the subsidized tariff (5,000 kWh in 2025)21; and the valuable-housing tax bands were raised22.
  • December 2025: Law No 7566 of December 4, 2025 reworded the title-deed fee base: the declared price, which may not be lower than the property-tax value. The same law capped the 2026 building and land tax values at three times the 2025 values, an increase of at most 200%232425.
  • November 21, 2024: Law No 7533 let the Ministry of Interior set the type and value of property that supports a residence permit26. As of October 2026, the Presidency of Migration Management’s checklist asks for a home worth at least USD 200,0007; we could not find an official act that dates that figure.
  • July 1, 2024: the temporary 25% cap on rent increases for renewed leases ended; increases are again capped at the 12-month average change in consumer prices27.
  • January 1, 2024: renting out a home to tourists for up to 100 days at a time needs a permit, with the consent of every owner in the building28.
  • December 23, 2023: U.S. ordinary-passport holders on tourist trips became exempt from visas for 90 days in any 18065. That month the citizenship Regulation was last amended; bare land without a building no longer counts toward citizenship by investment12.
Is Türkiye for you?

Who Türkiye Suits, and Who It Frustrates

Türkiye suits Americans who live on income from outside the country, retirees with a pension, buyers of a home worth USD 200,000 or more, and people who want a passport within a few years. It frustrates people who need prices to stay put, who expect public health cover from the day they arrive, or who want a foothold in the EU.

In its favor

  • A permit for people living on their own income. The short-term permit on the tourism ground asks for regular income of at least 1.5 times the net minimum wage, TRY 42,113.25 a month in 2026 (about $858), by our arithmetic719.
  • Twenty years without Turkish tax on foreign income for new residents who meet its conditions and obtain the exemption certificate in time810.
  • Social Security taxed only in the United States. The treaty says so, and Turkish law exempts pensions paid by foreign social security institutions298.
  • Citizenship after five years of uninterrupted residence, with an interview in Turkish rather than a written test1112.
  • Strong tenant protection. A lease renews each year unless you give notice; a landlord can end it without a reason only after a 10-year extension period27.
  • No visa for visits. U.S. tourists may stay 90 days in any 180 without a visa or e-Visa5.

Against it

  • High inflation. Consumer prices rose 29.73% in the year to September 2026, and new tenants paid 26.4% more than a year earlier (34.5% more in Istanbul)216.
  • A year before public health cover. Foreign residents can join general health insurance only after one uninterrupted year, so you start on private insurance from an insurer operating in Türkiye3031.
  • No totalization agreement. No agreement decides which country’s social security covers your work, and none adds Turkish work periods to your U.S. record3233.
  • A home-based permit has strings. The home must be worth at least USD 200,000 and you may not rent it out7; some neighborhoods have been closed to foreigners’ registration34.
  • Work needs a work permit. A residence permit alone does not let you work for a Turkish employer35.
  • Not in the EU. Türkiye is a candidate country, so the EU Blue Card and EU long-term residence do not apply, and a Turkish permit gives no right to live in the EU3.
Residence routes

Which Permit Fits You, and What It Takes in 2026

On a U.S. ordinary passport you can visit Türkiye without a visa for up to 90 days in any 180; the exemption covers tourist trips56. To stay longer, for any reason, you need a residence permit36. A residence permit does not let you work: that needs a work permit, which itself counts as a residence permit35.

The Presidency of Migration Management (PMM) takes first applications online at e-Ikamet, then sees you with your documents at the provincial migration office on the day you booked; it says applications are not yet taken from abroad37. The law itself says residence permits are applied for at a consulate in your country26; we follow PMM’s current practice, so plan to apply inside Türkiye, within your visa-free period. Online applications made up to 10 days after it ends are still considered37. PMM decides within 90 days of taking up the application37. Booking is free; PMM warns against intermediaries who charge for it7.

No retirement visa as such. The law’s list of grounds for a short-term permit includes owning real estate in Türkiye and staying for tourism; neither is labeled for retirees or passive income, and those are the grounds retirees use, by our reading26. The tourism ground’s income test is in the calculator below.

Long-term residencePeople with 8 years of uninterrupted residence26Sufficient regular income (PMM may accept the monthly minimum wage), health insurance, no social assistance in the last 3 years2637Indefinite; lost after more than a year continuously abroad, except for health, education or compulsory service43

Law: Law No 6458 on Foreigners and International Protection, articles 21, 31, 35 and 4326; practice and documents: PMM377. The residence card costs TRY 964 in 2026 (about $19.63), with no exemption for any nationality44. PMM’s general permit-fee table, TRY 2,232.30 a month in 2026 after the first month (about $45), applies to nationals of countries outside its country groups; the fee for U.S. citizens is set by reciprocity and we could not confirm it, and first-time applicants who entered visa-free also pay a single-entry visa fee whose amount for Americans we could not confirm447. Ask the provincial migration office. Your passport must be valid 60 days longer than the permit you ask for26.

Income check

Do You Meet the Tourism Permit or Digital Nomad Income Test?

The tourism permit asks a single applicant for regular income of at least 1.5 times the net minimum wage valid on the day you apply, and, with family, at least the minimum wage for each family member7. The 2026 net minimum wage is TRY 28,075.50 a month (gross TRY 33,030)1918, so the single test is TRY 42,113.25 a month, about $858, by our arithmetic. The digital nomad visa asks for USD 3,000 a month39. Enter your regular monthly income, in dollars or lira. Dollars use the Central Bank’s indicative rate of October 7, 2026 ($1 = TRY 49.1091)1.

An income check only, by our arithmetic. The minimum wage is reset each year, so the lira test changes on January 1, and the dollar figures move with the lira. For families, PMM’s checklist counts you as a member (4 minimum wages for a family of 4, including the applicant); that the minimum wage here is the net figure is our reading, and if the office uses the gross figure, the test is TRY 33,030 a person, shown too. You must also show the income for at least the last three months and hold health insurance. The digital nomad visa also needs a degree and a contract with a company outside Türkiye. Meeting a figure does not mean a permit will be granted.

Retiring: the tourism or the property permit

A retiree’s usual choices are the short-term permit on the tourism ground, with the income test above, or on the property ground, with a home worth at least USD 200,000267. Either way you need health insurance for the whole permit, unless you are over 65 (or under 18), when the condition does not apply31. The law allows up to two years per grant; the 2016 implementing regulation, as consolidated when we read it on October 8, 2026, says one year, and the period you get is set by the migration office2638. The U.S. Embassy says tourist residence permits for Americans are issued for at most six months, about nine months in all with the 90-day visa-free stay36, so ask the migration office what it will grant and whether it can be renewed. A short-term permit is canceled or not renewed if you spend more than 120 days abroad in the last year, except for compulsory public service, education or health38.

Social Security and pensions. Under the U.S.–Türkiye treaty, U.S. Social Security paid to a resident of Türkiye, or to a U.S. citizen, is taxable only in the United States, and Turkish law exempts pensions paid by foreign social security institutions298. Private pensions are under Taxes.

The property-owner permit

PMM’s checklist asks for a home whose value on the date you acquired it was at least USD 200,000 in lira. It must be a residence that you use as such; it may not be rented out or used for other income. Family members can apply on it if they co-own the home7. Law No 7533 of November 21, 2024 gave the Ministry of Interior the power to set the type and value of the property that supports the permit26; we could not find an official act that says when USD 200,000 took effect, so do not rely on a lower figure you may read elsewhere.

Closed neighborhoods. PMM closes neighborhoods with a high share of foreign residents to new registrations. The latest official list we found dates from 2022: 1,169 neighborhoods from July 1, 202234. In June 2023 Istanbul’s migration directorate said 10 whole districts and 54 neighborhoods, where foreigners had reached 20% of the Turkish population, were closed to foreigners’ registration45. We found no current list for residence permits; e-Ikamet checks the address when you book. Before you sign a lease or buy, ask the provincial migration directorate whether the address is open.

The digital nomad visa

The visa has two steps: a Digital Nomad Identification Certificate from the official platform run by the state tourism promotion agency (TGA), then a visa application at a visa center or consulate. The United States is on the platform’s list of countries whose citizens may apply. You must be 21 to 55, hold a university degree and a passport valid for at least six months, work for a company outside Türkiye as an employee or as a self-employed contractor, and show income of USD 3,000 a month or USD 36,000 a year39. The platform does not state the visa’s length, its fee, or the residence permit that follows, and we found no Official Gazette text for it. The Turkish Consulate General in New York’s 2026 sheet gives a fee of $185 for a single entry or $265 for multiple entries for U.S. citizens and a stay of at most 90 days; to stay longer, apply to PMM for a residence permit within those 90 days40; ask your consulate before you apply.

Working in Türkiye: work permits and the Turquoise Card

Work permits are applied for at a Turkish embassy or consulate in your country of citizenship or legal residence, or in Türkiye directly to the Ministry of Labor and Social Security; the employer or an authorized intermediary files35. A complete application is decided within 30 days35. The first permit is for up to one year with one employer, the first extension up to two years and later ones up to three; after long-term residence or eight years of legal work you can apply for an indefinite permit35. The Ministry’s criteria set a pay floor by job41:

Work permit pay floors, 2026: the Ministry’s multiples applied to the gross minimum wage of TRY 33,030 a month. Checked October 8, 2026.
JobFloorTRY a month, 2026About $ a month
Senior managers and pilots5 × the minimum wageTRY 165,150$3,363
Engineers and architects4 × the minimum wageTRY 132,120$2,690
Other managers3 × the minimum wageTRY 99,090$2,018
Jobs needing expertise or mastery2 × the minimum wageTRY 66,060$1,345
Other jobs1 × the minimum wageTRY 33,030$673

Multiples: the Ministry’s work permit criteria41; minimum wage: Decision 2025/11819. The lira amounts and dollars are our arithmetic; the floors rise with each new minimum wage.

  • The employer. It must normally employ five Turkish citizens for each foreign employee and have paid-in capital of at least TRY 500,000, or sales of TRY 8 million, or exports of USD 150,000 (Ministry criteria, as of October 2026)41.
  • Running your own company. A foreign partner needs capital of at least TRY 500,000 and a share of at least 20%, and the business must employ five Turkish citizens from its seventh month; both tests are waived for a foreign partner with a capital share of USD 100,000 or more (Ministry criteria, as of October 2026)41. The law also provides an independent work permit for the self-employed35.
  • Fees for 2026. TRY 12,574.90 (about $256) for a permit of up to one year, TRY 25,149.80 for up to two and TRY 37,724.70 for up to three; TRY 125,802.20 (about $2,562) for an indefinite or independent permit; plus the TRY 964 card. A fee unpaid within 30 days means refusal46.
  • The Turquoise Card is Türkiye’s permit for highly qualified people, investors, scientists and internationally successful cultural or sports figures, granted on points. It gives an indefinite right to work, the first three years being a transition period, and residence for your spouse and dependent children3542. Holders and their families can also be naturalized by exception11. We found no published salary threshold, and could not confirm the points table.
  • No EU Blue Card. Türkiye is an EU candidate, not a member, so EU permits and EU long-term residence do not apply3.

Investing: citizenship by investment

A foreigner who buys property worth at least USD 400,000, with an annotation on the title that it will not be sold for three years, can be granted Turkish citizenship. The property must be a condominium or a building plot with a structure on it; bare land no longer counts. A notarized pre-sale contract, paid in full, with the same three-year annotation also counts12. The other routes need USD 500,000: a fixed-capital investment, or a bank deposit, government bonds, real-estate or venture-capital fund units, or private pension contributions, each kept three years; or a business that creates 50 jobs12. The President decides, provided there is no national-security or public-order obstacle; your spouse and minor or dependent children are included11.

Where the figure comes from. The USD 400,000 figure dates from Presidential Decision No 5554 (Official Gazette, May 13, 2022), which raised it from USD 250,000; the item itself was last reworded in December 202312.

Separately, a non-working investor can receive a residence permit for up to five years at a time, covering spouse and children43; we could not confirm the investment amount for that permit.

Family and study

A family residence permit needs a sponsor with monthly income of at least one third of the minimum wage per family member and no less than one minimum wage in all, health insurance for every member, adequate housing and a registered address, no conviction for crimes against family order in the last five years, and at least one year on a residence permit (work-permit holders and spouses of Turkish citizens are exempt from that year); it runs up to three years at a time, never past the sponsor’s permit2643. A student permit covers higher education; students may work with a work permit, and associate and bachelor’s students only after their first year43.

Long-term residence and citizenship

  • Long-term residence after 8 years of uninterrupted residence on permits, with sufficient regular income, health insurance and no social assistance in the last three years26. Years on a student permit count half26. Absences of more than six months in one year, or more than one year in total in the last five, break the count, except for public service, education or health26.
  • Citizenship by naturalization after 5 years of uninterrupted residence immediately before you apply, with intent to settle, good morals, enough Turkish, and income or a profession to support yourself and your dependents11. You may be outside Türkiye for up to six months in total in those five years12.
  • No written exam. A provincial commission interviews you on your spoken Turkish and how far you have adapted to life in Türkiye12.
  • Married to a Turkish citizen: you may apply after three years of marriage that is still continuing11.

Your U.S. passport. We did not confirm in an official text whether Türkiye asks naturalizing Americans to give up U.S. citizenship. Ask the provincial population directorate before you apply, and a U.S. consular officer about the U.S. side.

General information, not advice. Quantum Jetset does not give legal, tax, immigration, financial or investment advice. The migration office decides each permit on its own file; check the official source for your route and, if your case is not simple, speak to a licensed Turkish immigration lawyer.

Step by step

The Order of Operations, Step by Step

Because Americans enter without a visa and apply for residence inside Türkiye, you move first and file within your 90 days537. If you will work for a Turkish employer, the work permit comes first, and it can be applied for from the United States35.

  1. Choose the route by what you will live on: income from abroad points to the tourism permit or the digital nomad visa, a home worth USD 200,000 to the property permit, a Turkish job to a work permit73935.
  2. Settle the tax questions before you arrive. If you have had no domicile and no tax liability in Türkiye in the three previous calendar years (tax only on Turkish rent, investment income or capital gains does not count), the 20-year exemption on foreign income can apply; ask an adviser when you will become resident810.
  3. Buy health insurance from an insurer operating in Türkiye, covering the whole permit period, unless you are under 18 or over 6531.
  4. Check your passport: valid at least 60 days longer than the permit you will ask for26.
  5. Enter visa-free on a tourist trip; your 90 days in 180 start5.
  6. Find a home at an address open to foreigners; for a rented home, get a notarized copy of the lease for your file3134.
  7. If you are buying, ask the local land registry office before you pay anything, as the U.S. Embassy advises, and budget the 2% title-deed fee3623.
  8. Get a tax number: a page of Istanbul’s migration directorate dated November 25, 2020 says foreigners can obtain a potential tax number online from the Revenue Administration’s interactive tax office, with the photo page of their passport47.
  9. Apply at e-Ikamet within your visa-free period, attend the appointment with your documents, and pay the TRY 964 card fee; the decision is due within 90 days3744.
  10. Declare your address within 20 working days of any move48.
  11. Once you count as tax resident, apply to your tax office for the exemption certificate by December 31 of that year (by the end of February if you became resident in November or December)10.
  12. Put the dates on your calendar: your permit’s end date and the 120-day limit on time abroad, six months on your U.S. license, your U.S. return and the FBAR38495051.
Cost of living

What Things Cost, From Official Figures

Türkiye uses the Turkish lira (TRY, written TL locally), divided into 100 kuruş. The Central Bank’s indicative rate in its bulletin of October 7, 2026, the latest when we checked on October 8, was $1 = TRY 49.1091 (forex buying; 49.1976 selling), and €1 = TRY 54.99071. We use that rate for every dollar figure on this page, rounded half-up; check the Central Bank’s page for today’s rate52.

Lira amounts lose value quickly. With prices rising about 30% a year, a lira figure on this page is a snapshot of its date, not a forecast, and the dollar equivalents move with the exchange rate. Every lira figure below is dated; before you budget, check the source for the current number.

Consumer prices were 29.73% higher in September 2026 than a year earlier (33.29% a year before, and 49.38% in September 2024), up 1.84% in the month and 24.32% since December 2025. The 12-month average change, the figure that caps rent increases, was 31.49%. From the 2026 releases, the index uses 2025 as its base year2.

Rents: rising fast, and an official level by province

Since February 2026 the Central Bank has published a new tenant rent index. In August 2026 rents paid by new tenants were 26.4% higher than a year earlier nationally, 3.9% lower after inflation: 34.5% higher in Istanbul, 28.3% in Ankara and 25.5% in Izmir; 22.8% in the Antalya-Burdur-Isparta region, 20.0% in Aydin-Denizli-Mugla and 23.4% in Bursa-Eskisehir-Bilecik16. It also publishes average monthly rents per square meter by province17:

Rent estimate

Estimate a Monthly Rent, and the Most It Can Rise at Renewal

Pick a province and a size to multiply the Central Bank’s second-quarter 2026 rent per m²17. If you already pay rent, enter it to see the most it can rise at the next renewal: the increase may not exceed the 12-month average change in consumer prices27, which was 31.49% in September 20262. Dollars use the Central Bank’s rate of October 7, 20261.

By our arithmetic. A province average from bank valuations is a guide to the level, not a quote: listings in central or seaside districts can be far higher, and new-tenant rents rose 26.4% in a year. The renewal cap uses the latest 12-month average we read (September 2026); the cap that applies to you is the one for the month your lease year ends, so check the statistics office’s latest release. Rounded down to the kuruş.

Pay

The 2026 minimum wage is TRY 33,030 a month gross, about $673, and TRY 28,075.50 net, about $572, for all of 2026, 27.01% more than in 20251918. It drives several residence tests (see Residence routes). As of October 2026, the latest official survey of earnings is for 2023: an average gross monthly wage of TRY 23,789 in November 202353. After the inflation since, those lira figures are far below pay in 2026, and we found no newer survey.

Electricity

From January 1, 2026, a household using 4,000 kWh a year or more loses the national tariff and pays a cost-based tariff for high consumption; the limit was 5,000 kWh in 202521. Public transit

  • Istanbul: a full fare on a personalized Istanbulkart costs TRY 46.20 (about $0.94), a 180-ride monthly pass TRY 3,628 (about $74), and a single-ride ticket TRY 65, as listed on October 8, 2026; the operator’s page shows no effective date54.
  • Ankara: a full fare costs TRY 40 from August 23, 2026 (it was TRY 35)55.
  • Izmir: a full boarding on an Izmirim Kart costs TRY 35 from April 1, 2026, with transfers within 90 minutes included56.

Health coverage

Private Insurance First, Public Insurance After a Year

Plan on private health insurance for your first year: a residence permit needs it, and foreign residents can join Türkiye’s general health insurance only after one uninterrupted year3130.

The insurance your permit needs

Your health insurance must cover the whole period of the residence permit you ask for. A private policy bought abroad counts only if it is issued through the branch or agent of an insurer operating in Türkiye. For a long-term permit, at least one year of cover is needed. Applicants under 18 or over 65 do not need to meet the insurance condition31. The U.S. Embassy says the same: for a residence permit you need health insurance that covers you in Türkiye36.

General health insurance after one year

A foreign resident with a residence permit who is not insured under another country’s law, subject to reciprocity, can join general health insurance (GSS) on request after one uninterrupted year of residence. Before that year, you are not covered and pay no premium2030. PMM’s undated health brochure says you apply at the provincial Social Security Institution office with your residence permit, a letter from your home country’s social security body on your status, and a signed commitment form57.

The premium is 12%, and for foreign residents the base is twice the daily floor of earnings, for 30 days, the floor being one-thirtieth of the minimum wage (Law No 5510, articles 80, 81(f) and 82)20. With the 2026 minimum wage of TRY 33,030, that comes to TRY 7,927.20 a month (12% × 2 × TRY 33,030), about $161, for 2026, for the insured person; a non-working spouse and unmarried children under 18 (under 20 in secondary or vocational education, under 25 in higher education, any age if disabled under the law) can be covered as dependents under that one premium, and a married couple chooses which spouse is the insured one (Law No 5510, articles 3(10) and 60)20. Reciprocity can affect whether you may join, so confirm with your provincial Social Security Institution office.

What a visit costs, from July 1, 2026

  • Family doctor (primary care): no co-payment13.
  • State hospitals (second level): TRY 50 a visit (about $1.02)13.
  • Training and research, third-level and state university hospitals: TRY 9013.
  • Private and foundation-university hospitals: TRY 100 (about $2.04)13.
  • With a family doctor’s referral, the co-payment is cut by 50%13.

We did not check prescription co-payments, and we found no official data on waiting times.

Emergencies and appointments

112 is Türkiye’s single emergency number, created to replace the separate police, gendarmerie, fire and ambulance lines58; PMM’s brochure gives 112 for medical emergencies, and line 182 or the MHRS website for appointments at public hospitals57. The 112 page describes the merger as a project, so if 112 does not answer for police or fire in your province, ask locally which numbers still work.

Medicare does not follow you

Medicare generally does not pay for care outside the United States, and Medicare drug plans do not cover prescriptions bought abroad59. Most Medigap plans include foreign travel emergency coverage, but it pays 80% after a $250 deductible, up to $50,000 in a lifetime, and only for emergencies that start in the first 60 days of a trip (Medicare’s publication of April 2026)60. That is travel coverage, not residence coverage.

Whether to keep paying the Part B premium ($202.90 a month in 2026) is a real decision: if you drop Part B and re-enroll later, the premium rises by 10% for each full 12-month period you could have been enrolled but were not, usually for life61. Decide with your whole plan in view.

Taxes for Americans

Two Tax Systems, a Treaty, and a 20-Year Exemption

Moving to Türkiye adds a second tax system; it does not remove the first while you remain a U.S. citizen. The United States taxes its citizens on worldwide income wherever they live50. Türkiye taxes its residents on worldwide income too, and non-residents only on Turkish-source income8. Since June 2026, though, new residents who meet its conditions pay no Turkish income tax on foreign income for 20 years9. A treaty, generally effective since January 1, 1998, sorts out the overlaps2962. What follows is the map; the route is a job for a cross-border tax adviser.

When you become tax resident in Türkiye

You are resident if your domicile is in Türkiye, or if you stay in Türkiye more than six months continuously in a calendar year; temporary absences do not break the stay8. The law says “more than six months”; it does not give a number of days. Foreigners who come for a defined temporary job, or for study, medical treatment, rest or travel, are not resident even after six months8. How that exception applies to a retiree on a tourism permit is something we found no official guidance on, so ask the tax office. If both countries treat you as resident, the treaty decides by your permanent home, then your center of vital interests, your habitual abode and your nationality29.

New residents: 20 years without Turkish tax on foreign income

Article 20/D of the Income Tax Law, added by Law No 7582 of May 21, 2026, published on June 4, 2026, exempts from Turkish income tax, for 20 years, the income a resident earns outside Türkiye, if the person had no domicile and no tax liability in Türkiye in the three calendar years before becoming resident; earlier liability only for Turkish rent, investment income or capital gains does not count8910. General Communiqué No 333 of July 4, 2026 explains how it works10:

  • Who. People who become resident from January 1, 20269. Turkish wage or business income in the three previous years rules you out; having paid tax only on Turkish rent, dividends or capital gains does not810.
  • The certificate, or nothing. Apply to your tax office for the exemption certificate for foreign earnings by the end of the calendar year in which you become resident; if you become resident in November or December, by the end of February of the next year. Miss it and there is no exemption10.
  • Work done in Türkiye is not foreign income. Pay for work and fees for services you perform in Türkiye are Turkish-source, even when the employer or client is abroad8, and are not exempt10.
  • Income from Türkiye stays taxable. Rent from a Turkish property and Turkish dividends are not exempt during the 20 years10.
  • No return, and no credit. Exempt income needs no Turkish return, and foreign tax on it cannot be credited in Türkiye810.
  • Inheritance at 1%. Law No 7582 also set a 1% inheritance tax rate for property passing by inheritance from people using the exemption, during the 20 years (normal rates run from 1% to 10%). By our reading of the Turkish text, this most naturally covers what such a person leaves on death, not what they inherit; the law does not settle it and we found no official guidance, so ask an adviser149.

A deadline you cannot fix later. The exemption depends on a certificate applied for in the year you become resident. Since you may become resident by domicile on arrival, or by staying more than six months, decide with your adviser, before you move, when that year is810.

Income tax: five brackets, from 15% to 40%

Türkiye has one national income tax, with no regional tax. The brackets for 2026, raised for inflation by General Communiqué No 332, are863:

Income tax brackets for 2026 (Income Tax Law, article 103). Checked October 8, 2026.

Tax estimate

Estimate Türkiye’s 2026 Income Tax

Choose wages or other income and enter the year’s taxable amount, in lira or dollars. We apply the five 2026 brackets, with the wider 27% band for wages8. For wages we also apply the minimum-wage exemption: the net minimum wage (TRY 28,075.50 a month in 2026) is exempt for every employee, so the tax on it, TRY 57,881.20 a year by our arithmetic, is deducted, and wages of up to TRY 336,906 a year (12 × 28,075.50) pay no income tax819. Each figure is rounded to the kuruş. Dollars are converted at the Central Bank’s indicative rate of October 7, 2026 ($1 = TRY 49.1091)1.

A simplification, by our arithmetic from the Income Tax Law. Enter taxable income. The minimum-wage exemption is applied as a yearly figure; the law applies it month by month, through the employer (the highest-paying one if you have several), so the true figure can differ. The estimate leaves out other exemptions and deductions, social security contributions, stamp duty, how different kinds of income are combined, and U.S. tax. Foreign-source income exempt under the 20-year rule should not be entered. The brackets are for 2026 only.

Examples: Turkish income tax on a year’s taxable income in 2026, by our arithmetic.
Taxable incomeWages, after the minimum-wage exemptionOther income
TRY 300,000 (about $6,109)TRY 0TRY 50,500
TRY 600,000 (about $12,218)TRY 66,618.80TRY 124,500
TRY 1,200,000 (about $24,435)TRY 228,618.80TRY 302,500

TRY 6,000,000 (about $122,177)TRY 1,919,618.80TRY 2,017,500

Wages keep the 27% rate up to TRY 1,500,000 instead of TRY 1,000,000, and every employee’s wages are exempt up to the net minimum wage (Income Tax Law, article 23(18)): on TRY 300,000 of wages an employee pays no income tax, and on higher wages the tax on the minimum wage, TRY 57,881.20 a year, is deducted8. Our yearly arithmetic; the law applies it monthly.

Pensions, Social Security and retirement accounts

  • U.S. Social Security is taxable only in the United States under article 18(2) of the treaty, when paid to a resident of Türkiye or to a U.S. citizen29. Turkish law separately exempts retirement, disability, widow’s and orphan’s pensions paid by foreign social security institutions8.
  • Private pensions for past employment, paid periodically or as a lump sum, are taxable only in your country of residence under article 18(1), so in Türkiye once you live there; annuities likewise, under article 18(3)29.
  • But the United States still taxes you. The treaty’s saving clause, article 1(3), lets the United States tax its citizens as if the treaty did not exist, and article 23 provides the credit for Turkish tax29.
  • Government pensions, such as a federal civil-service pension, are taxable only in the paying country, unless you are both a resident and a national of the other29.

Our reading, not an official ruling. The treaty and its technical explanation do not mention IRAs, and we found no Turkish text on how Türkiye taxes a 401(k) or IRA payout2933. If the 20-year exemption applies to you, we read U.S. pension and IRA payouts as income earned outside Türkiye, so exempt in Türkiye for those years8. Confirm it with an adviser before you rely on it.

Social security contributions, and no totalization agreement

For employees in 2026, the pension contribution is 21% of insured earnings, 9% from the employee and 12% from the employer (the employer paid 11% until 2025); general health insurance is 12.5%, 5% from the employee and 7.5% from the employer; and the employer pays 2.25% for short-term risks. The self-employed pay the sum of the pension, short-term and health rates20.

There is no totalization (Social Security) agreement between the United States and Türkiye: Türkiye is not on the SSA’s list, whose newest entry, as of October 8, 2026, is Romania, from September 1, 202632, and the treaty’s technical explanation says so too33. In plain terms: no agreement decides which country’s system covers your work, so you can owe contributions in both, and none adds years worked in Türkiye to your U.S. record. If you will work in Türkiye, as an employee or for yourself, ask an adviser before you start what you will owe in each country.

Inheritance and gift tax

Türkiye taxes inheritances and gifts of property located in Türkiye, and of property belonging to Turkish citizens14. How it reaches a U.S. citizen resident’s property abroad is a question for an adviser. The 2026 rates rise by band14:

Inheritance and gift tax rates, 2026 (Law No 7338, article 16). Checked October 8, 2026.
BandInheritanceGift
First TRY 3,000,0001%10%
Next TRY 7,000,0003%15%
Next TRY 15,000,0005%20%
Next TRY 30,000,0007%25%
Above TRY 55,000,00010%30%

Gifts from a parent, spouse or child are taxed at half the gift rates. In 2026 each child’s and the spouse’s share of an inheritance is exempt up to TRY 2,907,136 (about $59,198), or TRY 5,817,845 for a spouse when there are no children, and gifts up to TRY 66,935 (about $1,363)14. For property passing by inheritance from a person using the 20-year exemption, during it, the rate is 1%; by our reading that means what such a person leaves, not what they inherit, and no official guidance settles it14.

Property taxes, and no wealth tax

  • No general wealth tax that we found in Turkish tax law; the nearest is the valuable-housing tax below.
  • Building tax is 0.1% of the tax value a year for homes and 0.2% for other buildings, doubled inside the boundaries of metropolitan municipalities24. For 2026, building and land tax values may not exceed three times the 2025 values, an increase of at most 200%, as Property Tax General Communiqué No 89 explains2425.
  • Valuable-housing tax, 2026: for a home whose building tax value is above TRY 17,711,000 (about $360,646), 0.3% of the excess up to TRY 26,567,000, then 0.6% up to TRY 35,425,000; above that, TRY 79,716 plus 1% of the amount over TRY 35,425,00022. It does not apply if this is your only home in Türkiye; owners of several homes are exempt on the lowest-value of their homes that are above the threshold (Law No 1319, article 46(b))24.
  • Title-deed fee when you buy: 2% from the buyer and 2% from the seller; see buying23.

Questions to take to your tax adviser
  • In which year will I become Turkish tax resident, by domicile or by more than six months’ stay, and does the exception for people who come for rest or travel apply to me?
  • Do I meet the three-year test for the 20-year exemption, and when exactly must I apply for the certificate?
  • Will my 401(k), IRA or other U.S. payouts count as income earned outside Türkiye under the exemption?
  • If I work remotely from Türkiye, how is my Turkish-source pay taxed, and how do I avoid paying social security in both countries?
  • Does the foreign earned income exclusion or the foreign tax credit suit my earnings better?
  • How would Turkish inheritance tax reach my family, and would the 1% rate apply to what I leave or to what I inherit?
  • Should I sell or restructure U.S. investments before I move?
Renting and buying

Lease Rules, Buying as a Foreigner, and Vacation Rentals

Renting under the Code of Obligations

Residential leases are governed by the Turkish Code of Obligations27:

  • Deposit: at most three months’ rent. A cash deposit is paid by the tenant into a time-deposit account that cannot be withdrawn without the landlord’s consent; if the landlord has not notified a claim within three months after the lease ends, the bank must return it to you on request27.
  • Automatic renewal. A fixed-term lease renews for one year on the same terms unless you, the tenant, give notice at least 15 days before it ends. The landlord cannot end it because the term has run out27.
  • Ten years of protection. Only after a 10-year extension period can the landlord end the lease without giving a reason, with three months’ notice before the end of each extension year. Before that, the grounds include the landlord’s own or family housing need, and a new owner’s need27.
  • Rent increases. At renewal, the increase may not exceed the 12-month average change in consumer prices: 31.49% in September 2026272. The temporary 25% cap ended on July 1, 202427.
  • In writing. Notices must be given in writing27.

We found no minimum lease term in the law and no public register of leases. For a residence permit you need a notarized copy of your lease31. A landlord’s rent from a home is exempt from income tax up to TRY 58,000 in 20268.

Buying: open to Americans, within limits

Foreign individuals who are citizens of countries chosen by the President may buy property in Türkiye. A foreigner’s holdings may not exceed 10% of a district’s private land, or 30 hectares per person across the country; military and security zones are excluded, and a buyer of undeveloped land must submit a project within two years68. We did not read the Presidential list of countries, so confirm with the land registry that it includes the United States.

  • Before you pay. The U.S. Embassy advises contacting the local district land registry office before making any payment36.
  • Title-deed fee: 2% each side. The buyer pays 2% and the seller 2%, on the declared price, which may not be lower than the property-tax value; the President may change the rate23.
  • What we could not confirm. A valuation report by a licensed appraiser and a certificate of foreign-currency purchase are often described as required for foreign buyers; we could not confirm them in an official text, so ask the registry or your lawyer. We did not check VAT on new homes.
  • Every year. Building tax of 0.1% of the tax value for a home, doubled in metropolitan municipalities, and, unless it is your only home in Türkiye, or the lowest-value of your homes above the threshold, the valuable-housing tax above TRY 17,711,000 of tax value in 2026; see Taxes2422.

A Home in Türkiye: Permit and Citizenship Thresholds, and the Title-Deed Fee

Enter a price, in dollars or lira, or pick a province and a size to use the Central Bank’s average appraised price per m² for the second quarter of 202669. We compare the value with the USD 200,000 of the property permit7 and the USD 400,000 of citizenship by investment12 (each “at least”), and show the 2% title-deed fee for each side23. Dollars use the Central Bank’s rate of October 7, 20261.

By our arithmetic. For the permit, the value is the home’s value on the date you acquired it, converted at that date’s rate, and the home must be lived in, not rented out; for citizenship, the property must carry a three-year no-sale annotation and be certified by the Ministry. A province average is from bank valuations, not a sale price. The fee is charged on the declared price but never on less than the property-tax value, which we do not know for your home. Meeting a figure does not mean a permit or citizenship will be granted.

What property costs

The Central Bank’s house price index rose 23.0% in the year to August 2026, a fall of 6.5% after inflation: 26.3% in Istanbul, 24.8% in Ankara and 23.3% in Izmir; 19.5% in the Antalya-Burdur-Isparta region, 17.9% in Aydin-Denizli-Mugla and 22.5% in Bursa-Eskisehir-Bilecik16. The Central Bank also publishes average appraised prices per square meter by province6970:

Foreign buyers are a small part of the market: 1,938 homes were sold to foreigners in August 2026, 1.5% of all sales, and 13,141 from January to August, 6.3% fewer than a year earlier71.

Vacation rentals

Since January 1, 2024, renting out a home to tourists, for up to 100 days at a time, needs a permit from the Ministry of Culture and Tourism before any contract, and a plaque at the entrance. The application needs a unanimous decision of all the owners in the building; one owner may hold permits for at most 25% of the units in a building of more than three; tenants may not sublet to tourists. The law set a fine of TRY 100,000 per home for renting out without a permit, with 15 days to obtain one28; we did not check the 2026 revalued amount. A home rented out cannot support the property permit7.

Seven Provinces, Compared on Official Numbers

Türkiye had 86,092,168 residents on December 31, 2025, including 1,519,515 foreigners, and Esenyurt in Istanbul became the first district to pass a million people72. Türkiye publishes prices, rents and climate by province; for the districts Americans often ask about, Alanya, Bodrum, Fethiye and Kas, we found no official population, price, rent or climate figures. Our suggestions are starting points, not verdicts.

The Biggest City

Istanbul has 15,754,053 people72. It is the most expensive province in our tables, at TRY 87,153.40 per m² to buy and TRY 442.57 per m² a month to rent in the second quarter of 20266917, and new-tenant rents rose 34.5% in a year16. In 2023 its migration directorate listed 10 districts and 54 neighborhoods closed to foreigners’ registration45. Its long-period mean temperatures are 6.8°C in January and 24.7°C in July73.

Consider: Istanbul

The Aegean Coast

Izmir (4,504,185 people) has a January mean of 9.0°C and a July mean of 28.6°C, with rents of TRY 285.62 per m²727417. Mugla province, home to Bodrum and Fethiye, has 1,099,547 people and the second-highest price per m² in our table, TRY 82,290.307569. Its weather station is in Mugla city, inland, so it is colder than the coast: we found no official normals for Bodrum or Fethiye76.

Consider: Izmir · Bodrum · Fethiye

The Mediterranean Coast

Antalya province, which includes Alanya and Kas, has 2,777,677 people72. Its station has the warmest January in our table, 9.8°C, a July average high of 34.9°C, and 271.7 mm of rain in December, its wettest month77. Homes average TRY 57,784.30 per m² and rents TRY 263.406917; we found no district figures for Alanya or Kas.

Consider: Antalya · Alanya · Kas

Inland Cities

Ankara, the capital, has 5,910,320 people; Bursa 3,263,011; Eskisehir 927,9567278. They are the cheapest provinces in our tables: rents of TRY 239.24, 205.34 and 203.84 per m², and Eskisehir’s homes at TRY 39,305.30 per m²1769. Winters are cold inland: January means of 0.9°C in Ankara and 0.2°C in Eskisehir7980; Bursa’s is 5.4°C81.

The 11-digit foreigner identity number is issued by the provincial migration directorates82. The law also lets the Ministry of Interior give one to any foreigner who applies to a Turkish public body and asks for it48. The Ministry of Labor tells employers that these numbers begin with 99 or 9883.

A page of Istanbul’s migration directorate dated November 25, 2020 says foreigners can obtain a potential tax identification number online from the Revenue Administration’s interactive tax office without going to a tax office, by uploading the photo page of their passport; tax offices take applications in person only when the online check fails47. Check the current steps with the Revenue Administration.

Declaring your address

Address declarations are made to the population directorate, and must be made within 20 working days48. For a residence permit, your address goes into your file: if you rent, you attach a notarized copy of the lease31. By our reading there is no separate registration at the town hall.

A bank account

Under the anti-money-laundering rules, a bank verifies a foreigner’s identity from a passport, a residence document or another identity document the Ministry approves, and records an address84. We found no rule giving foreign residents a right to a basic account; banks set their own requirements, so ask what yours needs. On the U.S. side, you must file an FBAR when your foreign accounts together exceed $10,000 at any time in the year51.

Driving

Since January 1, 2016, foreigners may drive in Türkiye on a license from abroad for six months; after that they need a Turkish license49. To exchange a license you bring the original and a color copy, a notarized or consular Turkish translation, ID, a driver’s health report, a biometric photo, your blood group, an education certificate (translated and notarized if foreign) and the fees49. Licenses from countries that are not party to the road traffic convention and have no bilateral agreement with Türkiye are not exchanged, nor are international driving permits85. We could not confirm whether U.S. state licenses can be exchanged, so ask the population directorate (NVI) early. U.S. licenses cannot be renewed at the Embassy, only in the United States86.

Pets

Türkiye is not in the EU, but its rules for a dog, cat or ferret traveling with you use EU-approved laboratories. You need87:

  • a microchip, then a rabies vaccination given after it;
  • a rabies antibody (titer) test at least 30 days after the vaccination, at an approved laboratory, with a result above 0.5 IU;
  • a 90-day wait after the first test result;
  • a veterinary health certificate from the exporting country, issued within 2 days before travel.

A passenger may bring at most two animals87. We did not check entry fees or the USDA endorsement steps; ask your vet and your airline.

Shipping your household

People who have lived outside Türkiye continuously for at least 24 months and move their residence to Türkiye for good may bring their used household goods free of duty, a relief granted to the family unit; the goods must arrive with you, before you, or within six months after you88. Someone who keeps living abroad but owns a home in Türkiye, or rents one for at least a year, may also bring used household goods for it duty-free, once per home and person88. We could not confirm the procedure in an official text; ask customs or your mover before you ship.

Schools

Schooling is 12 years and compulsory: four years of primary school, four of lower secondary and four of upper secondary. A child starts first grade if 72 months old by December 31 of that year, and state schools are free8990. The law places the duty to attend on Turkish children; we did not read a Ministry of National Education rule on enrolling foreign residents’ children, so ask the provincial education directorate89.

Your U.S. services from Türkiye

  • The U.S. Embassy and consulates offer passports, notarials (including sworn affidavits for U.S. birth certificates, used for residence permits) and a list of lawyers36.
  • For a U.S. citizen emergency, the Embassy gives +1-202-501-4444 from abroad36.
  • In Türkiye, call 112, the single emergency number58.
Entry rules

Outside the EU and Schengen: Türkiye’s Own 90-Day Rule

Türkiye is an EU candidate country, not a member, and not in the Schengen area34. It sets its own entry rules. Under Presidential Decision No 7976, published on December 23, 2023, U.S. citizens with ordinary passports traveling for tourism are exempt from visas for 90 days in each 180; official-passport holders still need a visa65.

  • Staying longer. More than 90 days in 180, for any reason, tourism included, needs a residence permit36. Apply online at e-Ikamet within the visa-free period; applications made within 10 days after it ends are still considered37.
  • A fee for skipping the visa. First-time applicants who entered without a visa pay a single-entry visa fee with the residence application7; we could not confirm the amount for U.S. citizens.
  • Passport. For a residence permit, your passport must be valid 60 days longer than the permit you ask for26.
  • Working or studying. The visa exemption is for tourist trips; work needs a work permit635.

The U.S. Embassy recommends a passport valid six months beyond your date of entry into Türkiye, with enough blank space for entry and exit stamps36. We did not confirm overstay penalties in an official text; ask the Ministry of Foreign Affairs or a Turkish consulate before you travel.

The EU’s Entry/Exit System and ETIAS are Schengen-area systems; Türkiye is not in Schengen4, so by our reading neither applies when you enter Türkiye itself. Trips from Türkiye into the Schengen area follow the Schengen rules for short stays: up to 90 days in any 180-day period91. Since April 10, 2026 the EU’s Entry/Exit System has been fully operational at Schengen borders; holders of a residence permit or long-stay visa from a country that operates the system are not registered92. By our reading a Turkish permit does not exempt you, and you are recorded as a short-stay visitor each time you enter.

As of October 8, 2026, ETIAS, the EU travel authorization for visa-free visitors, is not yet in operation and no applications are collected; the EU says it will announce the start date several months ahead, and the fee has been set at €2093. The regulation exempts holders of residence permits covered by the Schengen Borders Code and of national long-stay visas issued by Schengen states94; Türkiye is not in Schengen4, so by our reading a Turkish permit will not exempt you once ETIAS starts. The Schengen, EES and ETIAS section of our FAQ explains the 90/180 count.

Timeline

A Realistic Twelve Months

Built from the rules above. The migration office must decide within 90 days37, but you have only 90 days of visa-free stay to apply in5, so the plan books the e-Ikamet appointment in your first weeks.

Months 12–8 before

Decide and test

Choose the route and run the numbers: your income against TRY 42,113.25 a month, or a home against USD 200,0007. Book a session with a cross-border tax adviser on the six-month rule, the 20-year exemption and the treaty829. Plan a scouting trip.

Months 7–3 before

Prepare

Compare health policies from insurers operating in Türkiye31. If you will bring a dog or cat, start now: the rabies antibody test and the 90-day wait take months87. If you will work locally, your employer can file the work permit through the consulate35.

Months 2–1 before

Documents and shipping

Gather pension letters or three months of bank statements for the income test7. Plan your household goods: used goods enter duty-free with you, before you, or within six months after you, if you lived abroad continuously for at least 24 months88.

Month 0

Arrive

Enter visa-free5. Find a home and have the lease notarized, get a tax number online, then apply at e-Ikamet314737. If you become tax resident this calendar year, put the exemption-certificate deadline on your calendar now: December 31 of that year, or the end of February if you became resident in November or December; a late application cannot be fixed10.

Months 1–3 after

Permit and address

Attend the appointment, pay the card fee, and wait for the card by mail; declare any new address within 20 working days374448. Once you count as tax resident (you must be resident on the date you apply), apply to your tax office for the exemption certificate, well before December 31 of that year10.

By month 6 after

Driving

Foreigners may drive on a U.S. license for six months; the population directorate (NVI) does not say from when, so count from your entry and ask NVI. Exchange it, or get a Turkish license, before then if you can4985.

By month 12 after

Health, taxes, renewal

After one year you can ask to join general health insurance30. Put the U.S. return (June 15 for Americans abroad), the FBAR and your permit renewal on the calendar5051.

Questions

What Americans Ask Us About Türkiye

Do I need a visa to visit Türkiye?

Not for tourism on a U.S. ordinary passport: you may stay up to 90 days in any 180 without a visa or e-Visa, under Presidential Decision No 7976 of December 202356. Official passports still need a visa5. To stay longer you need a residence permit, applied for online at e-Ikamet within the visa-free period37.

Is there a retirement visa?

Not as such. Retirees use the short-term residence permit on the tourism ground, with regular income of at least 1.5 times the net minimum wage (TRY 42,113.25 a month in 2026, by our arithmetic), or on the property ground, with a home worth at least USD 200,000719. Over-65s do not need health insurance for the permit31.

How much property do I need to buy for a residence permit?

A home worth at least USD 200,000 in lira on the date you acquired it, which you live in and do not rent out7. We could not find an official act that says when that figure took effect. For citizenship, property of at least USD 400,000 kept for three years12.

Can I work remotely for my U.S. employer from Türkiye?

For immigration, the digital nomad visa is made for that: ages 21 to 55, a degree, and income of USD 3,000 a month or USD 36,000 a year from companies outside Türkiye39. For tax, under the Income Tax Law, pay for work done in Türkiye is Turkish-source, even from a foreign employer or client8, so the 20-year exemption does not cover it10.

What is the 20-year tax exemption?

Since Law No 7582 of May 21, 2026, published on June 4, 2026, people who become Turkish tax residents from January 1, 2026, with no domicile and no tax liability in Türkiye in the previous three calendar years (liability only for Turkish rent, investment income or capital gains does not count; wage or business income does), pay no Turkish income tax on income earned outside Türkiye for 20 years. Turkish rent and dividends stay taxable. You must apply for an exemption certificate from your tax office by the end of the year in which you become resident (by the end of February if that is November or December)8910.

Will Türkiye tax my Social Security, pension or 401(k)?

Social Security: no. The treaty makes it taxable only in the United States, and Turkish law exempts foreign social-security pensions298. Private pensions for past employment are taxable only in your country of residence under the treaty, but the United States still taxes its citizens29. If the 20-year exemption applies to you, we read it as covering U.S. pension and IRA payouts as foreign-source income; that is our reading, so confirm it with an adviser8.

When do I become a Turkish tax resident?

If your domicile is in Türkiye, or if you stay in Türkiye more than six months continuously in a calendar year; temporary absences do not break the stay. The law says “more than six months”, not a number of days8. People who come for study, medical treatment, rest or travel are not resident even after six months8; how that applies to a retiree on a tourism permit is a question for the tax office.

Is there a Social Security (totalization) agreement?

No, as of October 8, 2026: Türkiye is not on the Social Security Administration’s list of agreement countries32, and the Treasury’s technical explanation of the treaty, published by the IRS, says there is none33. So nothing stops both countries from charging social security contributions on the same work, and Turkish work periods are not added to your U.S. record.

Can I use Türkiye’s public health care?

After one uninterrupted year of residence, a foreign resident not insured under another country’s law can ask to join general health insurance3020. Under Law No 5510 (articles 80, 81(f) and 82) the premium in 2026 is TRY 7,927.20 a month (12% of twice the gross minimum wage) for the insured person; a non-working spouse and unmarried children under 18 (under 20 in secondary or vocational education, under 25 in higher education, any age if disabled under the law) can be covered as dependents (articles 3(10) and 60); confirm with your provincial Social Security Institution office20. Before that, you need private insurance from an insurer operating in Türkiye31.

Can Americans buy property in Türkiye?

Foreign individuals from countries chosen by the President may buy, within limits: 10% of a district’s private land and 30 hectares per person nationwide, with military and security zones excluded68. We could not confirm the current list of countries. The title-deed fee is 2% for the buyer and 2% for the seller23.

How long until I can become a Turkish citizen?

Five years of uninterrupted residence, with enough Turkish, shown at a commission interview, and income or a profession; you may spend up to six months in total abroad in those years1112. Married to a Turkish citizen, three years of continuing marriage11. By investment, USD 400,000 of property kept three years, or USD 500,000 through the other routes12.

Can I drive on my U.S. license?

For six months: since January 1, 2016 foreigners may drive on a license from abroad for six months49. Licenses from countries that are not party to the road traffic convention and have no bilateral agreement with Türkiye are not exchanged85; we could not confirm whether U.S. state licenses can be exchanged, so ask the population directorate (NVI) before your six months run out.
