What changed recently

What Has Changed in Albania Since 2024

Albania has rewritten its income tax law, reworked its law on foreigners, dropped the income certificate from the pensioner permit, changed the rules for citizenship twice and seen house prices climb, all since 2024. The changes, newest first.

  • September 23, 2026: the Bank of Albania reported that its national house price index was unchanged over the first half of 2026 and 10% higher than a year earlier, after annual rises of 41.7% in the first half of 2025 and 28% in the second; the Tirana index rose almost 10%101112.
  • July 30, 2026: Law 83/2026 took effect on publication. It lets the government suspend building work in tourist zones during the season, requires a pre-categorization certificate before a building permit for new accommodation, restates the duty to register guests electronically, and replaced the paragraph that required individual landlords to obtain a categorization certificate1314.
  • June 20, 2026: new rules on citizenship by marriage: after four years of a marriage registered in Albania, or three years plus one year of residence, or two years plus a child159.
  • April 15, 2026: Decision 240/2026 removed the pension-income certificate of 1,200,000 lek a year from the pensioner permit file, which now lists a pension certificate, and set one working day for a provisional permit after an application is accepted; the decision applies its changes once the electronic systems are updated166.
  • January 30, 2026: foreign artists are not tax resident for 24 months from their first entry1718.
  • January 2026: a window opened, until December 31, 2026, for owners to revalue their property at market value and pay 5% tax on the difference19.
  • January 1, 2026: the minimum wage rose from 40,000 to 50,000 lek a month, about $619, and the maximum wage for social contributions to 186,416 lek2021; household electricity prices were set for all of 202622.
  • July 25, 2025: Law 43/2025 created an investor residence permit, moved residence permit applications online, tied the Albanian Blue Card (“Kartë blu AL”) to the national average salary and abolished annual foreign-worker quotas23.
  • February 1, 2025: household electricity fell to 8.5 lek per kWh for homes using up to 700 kWh a month2422.
  • January 1, 2025: employment income has been taxed at 13% up to 2,040,000 lek of annual tax base and 23% above18.
  • August 5, 2024: the Constitutional Court struck out the exclusion of professional services from the 0% income tax rate for small businesses25.
  • June 21, 2024: the citizenship language test became spoken and written Albanian plus basic history, certified by the relevant educational institution26.
  • 2024: Law 30/2024 required individual landlords who let an apartment, villa or room to tourists to obtain a categorization certificate before starting, until Law 83/2026 replaced that paragraph in July 20261413; a new income tax law has applied since January 1, 202418.
Is Albania for you?

Who Albania Suits, and Who It Frustrates

Albania suits Americans who want a long first stay without paperwork, low money tests for residence and the right to work without an employment approval. It frustrates people who need the protection of a U.S. tax treaty or a Social Security agreement, who want certainty today about how their U.S. pension will be taxed, or who want the rights that come with living in the EU.

In its favor

  • A year without a permit. U.S. citizens may enter and stay for up to one year without a residence permit34.
  • A five-year first permit, by law. U.S. citizens applying for the first time who meet the general criteria receive a residence permit for five years; the fee for a first five-year permit is 12,000 lek, about $1495627.
  • Work without an employment approval. U.S. citizens lawfully in Albania, and their family members, have the same right to work as Albanians, apart from jobs reserved for Albanian citizens; the exception is the pensioner permit, which gives no right to work5.
  • Low money tests. Where a permit requires proof of means, the options in the general test include monthly income of at least the minimum wage, 50,000 lek (about $619), and a deposit of 300,000 lek per person a year in an Albanian bank620.
  • A 0% rate for small businesses until 2029. Individual traders and the self-employed with gross income up to 14 million lek a year pay 0% income tax until December 31, 20291825.
  • Buying a home is open to foreigners. There are no restrictions on buying private residential property, according to the U.S. State Department28.

Against it

  • No U.S. tax treaty and no totalization agreement, as of September 27, 202678. Relief from double tax rests on each country’s own foreign tax credit1829.
  • An open question on U.S. pensions. Residents are taxed on worldwide income, and no official source we found says how Albania taxes U.S. Social Security, 401(k) or IRA payouts1830.
  • The pensioner permit rules out any work. It gives no right to any economic or professional activity5.
  • Not in the EU. Albania is not an EU member, so EU long-term residence and the EU Blue Card do not apply; Albania has its own national versions25.
  • Seven years to citizenship, plus a permanent permit and a certified test of Albanian and basic history9.
  • Property title risk and rising prices. The State Department warns that clear title is difficult to obtain and overlapping titles are widespread28; the national house price index rose 41.7% in the year to the first half of 202511.
Residence routes

Which Permit Fits You, and What It Takes in 2026

You can live in Albania for up to one year on your U.S. passport alone3. If you plan to stay longer than a year, or to work or study, you must apply for a residence permit4. There is no national (D) visa step for Americans: the Foreign Ministry’s visa table sends U.S. citizens straight to a residence permit application on e-Albania, and the law says that foreigners who need no visa apply online315.

One rule is written for Americans. Under article 33(5) of the Law on Foreigners, U.S. citizens who apply for the first time and meet the general criteria in article 36 receive a residence permit for five years5. Annex 6 of the residence decision sets the fee for a first five-year permit at 12,000 lek, about $149, and the Ministry of Interior’s procedure page repeats both the five years and the fee627. The fees in the annex do not include the price of the biometric card6.

Five years or one? The articles on pensioners, digital nomads and property owners say a first permit lasts “up to one year”, while article 36 lets that limit give way where the law provides otherwise, and article 33(5) does provide otherwise for U.S. citizens5. By our reading, the five-year rule applies. The U.S. Embassy’s page does not mention it4, and we found no official statement of how regional offices apply it, so confirm the term of your permit when you apply.

Law: Law 79/2021 on foreigners, as amended by Law 43/2025523; documents and fees: Decision 858/2021 as amended to April 20266. A first five-year permit for a U.S. citizen costs 12,000 lek and a permanent permit 12,500 lek (about $155)6. In dollars, 4,500 lek is about $56, 8,000 lek about $99, 408,000 lek about $5,053 and 500,000 lek about $6,193, at the Bank of Albania rate of September 25, 20261.

Means check

Do You Meet the General Means Test?

Where a residence permit requires proof of sufficient means, the options Decision 858 lists include a bank deposit in Albania of at least 300,000 lek per person for a calendar year and monthly income of at least the minimum wage616, which is 50,000 lek from January 1, 202620. Enter your monthly income, and any deposit you will hold in an Albanian bank, in dollars or lek. We compare each with the test, exactly. Dollar figures use the Bank of Albania rate of September 25, 2026 ($1 = 80.74 lek)1.

An income check only, by our arithmetic; it covers these two options, not every way of proving means in the decision. The decision applies this test to permits that require proof of sufficient means; it does not say whether the income alternative is per person, so the check applies it to one applicant. Since April 15, 2026 the pensioner file lists only a pension certificate, and we could not confirm whether regional offices still ask pensioners to meet this test; ask the office where you apply. The digital nomad and self-employed permits have their own figures (408,000 and 500,000 lek). Meeting a figure does not mean a permit will be granted.

How and where you apply

You apply from inside Albania. The application is filed online on the e-Albania platform, and you then appear in person at the regional Border and Migration Directorate for biometrics, and again to collect the card6. The law asks for the application within 30 days of entry and, for foreigners who enter without a visa, within their lawful stay5. For Americans that lawful stay is up to one year3; no official text we found says how the two periods fit together, so file early rather than treating the end of your year as the deadline.

Every application needs the form and a 47 × 36 mm photo, a copy of your passport, a self-declaration of your criminal record and a self-declaration that you have suitable accommodation. Documents from your home country must be translated into Albanian, issued within the last six months, and legalized or apostilled; that applies only the first time you apply6. The U.S. Embassy adds what Albanian authorities ask of Americans4:

  • A certified copy of your U.S. birth certificate with an apostille from the issuing state, translated into Albanian by a licensed Albanian notary4.
  • An “Affidavit of Eligibility for Residency Permit”, notarized at the U.S. Embassy in Tirana: the notarial fee is $50, paid on Pay.gov at least 72 hours before the appointment, and the affidavit may not be accepted more than 90 days after notarization4.
  • A separate application for each adult over 18; minor children are included in a parent’s application4.

Once the application is accepted, Decision 858, as amended in April 2026, gives the office one working day to issue a provisional permit, valid for one month and extended until the decision; it is issued only in electronic form616. The Ministry of Interior’s procedure page, which is undated, still says five days27, and Decision 240/2026 says its changes apply once the electronic systems are updated16, so ask the office which rule it follows. If documents are missing, you have 30 days to supply them, and the clock stops meanwhile65. The law sets four weeks for a single (work) permit and 60 days for a permanent permit5; we found no legal deadline for other residence permits and no official figures for actual waiting times.

Renew at least 60 days before your permit expires54. A holder of a temporary permit may be away for up to 180 days for justified reasons if the police are told in advance5, and the U.S. Embassy warns that a renewal may be refused after more than six months, in total, outside Albania in a calendar year without prior permission4.

Retiring: the pensioner permit

Albania has a permit for people who are retired in their own country. By the article’s own terms it runs for up to one year at first and can be renewed every year; a spouse or partner who is not retired can join through family reunification5. The permit gives no right to any economic or professional activity5. The first-time fee is 4,500 lek and a renewal 2,250 lek6, unless you receive the five-year permit for U.S. citizens described above, at 12,000 lek56. Law 43/2025 removed the statutory list of pensioner conditions, including a health insurance policy valid for one year, and the decision now lists only a pension certificate2356; the Ministry of Interior’s undated procedure page still asks pensioners for a one-year health policy27, so ask the office, and carry one.

The pension-income figure is gone from the permit file. Until April 15, 2026, the pensioner file asked for a certificate of annual pension income of 1,200,000 lek (about $14,863); Decision 240/2026 repealed that line, and the file now lists a pension certificate166. The decision says its changes apply once the electronic systems are updated16, and we could not confirm that offices have switched. The 1,200,000-lek minimum survives only in the rules for pensioners who need a D visa, and U.S. citizens need none631. The Ministry of Interior’s procedure page, which is undated, still lists the old certificate and an income figure of 32,000 lek a month; we follow the decision as amended2716. Whether regional offices now ask pensioners to meet the general means test above is something we could not confirm, so ask the office before you apply.

Remote work: the digital nomad permit

A foreigner who is lawfully in Albania and works remotely, by information technology, under a contract with a foreign employer or client can apply for a permit as a digital nomad5. You need56:

  • Means: a self-declaration that you have means enough to support yourself and any dependents during your stay, of at least 408,000 lek, about $5,053. The rule does not say whether that is a month or a year6.
  • Health insurance valid for at least one year5.
  • A criminal record certificate from your country of origin and from the country where you are resident5.
  • Your contract and accommodation, which can also be self-declared on the form in Annex 10; the originals are due within 30 days after approval6.

The first permit lasts up to one year under article 685, and Annex 6 lists a renewal fee of 2,250 lek6. Whether a U.S. citizen’s first nomad permit is issued for five years under article 33(5) is not settled by any official source we found; ask when you apply.

Digital nomad means check

408,000 Lek: How Your Figure Compares

Enter either the total means you can declare or your monthly income, in dollars or lek. The decision asks for means to support you and any dependents during your stay, of at least 408,000 lek, but does not say whether that is a monthly or a yearly figure6, so a monthly income is compared both ways: as a year (twelve months) and as a single month. Dollar figures use the Bank of Albania rate of September 25, 20261.

Our arithmetic, not an official reading: ask the Border and Migration office how it reads the 408,000 lek. This checks the declaration of means only; the permit also needs a foreign work contract, health insurance for a year and criminal record certificates. Meeting a figure does not mean a permit will be granted.

Owning property: the property-owner permit

If you own real estate in Albania, or co-own half of it, you can apply for a permit to use it. It lasts up to one year at first and can be renewed every year, and neither the law nor the decision sets a minimum property value56. The file includes the ownership certificate or a notarized copy of the purchase contract, proof of sufficient funds for the stay you ask for, and a personal declaration of why you want to stay6. The category’s list sets no amount for the funds, but Decision 858 applies its general means test to categories that need proof of means (a deposit of 300,000 lek per person, or income of at least the minimum wage), so by our reading that is the figure; ask the office6. The fee is 8,000 lek, or 4,000 lek to renew6.

Working in Albania

U.S. citizens and their family members who are lawfully in Albania need no employment approval from the National Agency for Employment and Skills; they may work as Albanians do, except in jobs reserved for Albanian citizens, and the employment is declared online on e-Albania5. The law gives four weeks to decide a single permit for residence and work5.

  • Albanian Blue Card (“Kartë blu AL”). The EU Blue Card does not apply in Albania; its own card is for highly qualified workers with a contract of at least one year, a qualification above level 4 of the Albanian Qualifications Framework, and a salary of at least the national average annual gross salary. It lasts two years and can be renewed for three56. INSTAT’s latest average is 92,150 lek gross a month for the second quarter of 2026, about $1,14132; we did not find the annual figure for 2025, so ask which figure the authorities use.
  • Self-employment. A commission of the economy ministry looks at economic interest, positive impact and capital for the business idea. It checks a business plan, funds of at least 500,000 lek (about $6,193) or the equivalent in dollars or euros, proof of skills or a license, and registration with the National Business Center. The permit lasts up to three years, after which a permanent permit is possible56.

Investing: the new investor permit

Since July 25, 2025 the law has an investor residence permit. It needs an investment in Albania, five Albanian employees for each foreigner (and the same ratio on the board), salaries of at least the previous year’s average for those posts, and a business that is tax-compliant and not making a loss. It lasts two years, is renewed for three, and then becomes permanent523. The investment amount is to be set by a joint instruction of ministers5. As of September 27, 2026 we found no such instruction; the only one we found, from 2022, set 10,000,000 lek (about $123,854) for the former investor single permit, which the new article replaced3323. Decision 240/2026 says the investor application will open once e-Albania is updated16; we could not confirm whether it has.

A strategic investor, a status granted by the Strategic Investment Committee, receives permanent residence, with family members and up to five key staff5. We found no citizenship-by-investment route: the special citizenship provisions in article 9 of the Citizenship Law need a minister’s sponsorship and a decree of the President934.

Study and family

A student permit lasts one year and is extended a year at a time until the studies end; after the first year a student may work up to 15 hours a week without an employment approval5. For family reunification with a foreign resident, the sponsor needs a permit valid for at least a year, housing, health insurance for self and family, and stable resources; unmarried children may join up to age 30 if the sponsor supports them, and family members may work5. The spouse or family member of an Albanian citizen receives a permit of no more than one year at first, then renewed for two years5.

Permanent residence and citizenship

  • Permanent residence after five years of lawful, continuous residence. Absences of up to six months each, and up to ten months in total over the five years, are allowed. You also need sufficient lawful income, suitable housing, health insurance under the Albanian scheme, and proof that you have paid your Albanian taxes. Apply 60 days before your permit expires; the decision is due within 60 days5.
  • Keeping it. The permanent card is replaced every ten years, and the status is lost after more than 12 months’ uninterrupted absence5. It is Albania’s own status: the EU’s long-term residence rules do not apply, because Albania is not an EU member52.
  • Citizenship by naturalization after seven years of continuous lawful residence and a permanent residence permit. You must be 18 or older, with housing and sufficient lawful income, no conviction carrying three years or more, and no security concern, and you must know spoken and written Albanian and basic history, certified by the relevant educational institution926. Citizens of states where Albanian is an official language are exempt from the language test26.
  • Through marriage (since June 20, 2026): after four years of a marriage registered in Albania, whether or not you live there; or three years of marriage and one year of residence; or two years of marriage and a child15.
  • A parent of a minor child who is an Albanian citizen may naturalize after three years of lawful continuous residence, without the seven-year and language conditions9.

Your U.S. passport. The conditions for naturalization we read in article 8 are listed above9. Whether you could keep U.S. citizenship on becoming Albanian is a question for an Albanian lawyer before you plan on it.

General information, not advice. Quantum Jetset does not give legal, tax, immigration, financial or investment advice. Regional offices decide these permits case by case, and the U.S. Embassy notes that different offices may have slightly different procedures4; check the official source for your route and, if your case is not simple, speak to a licensed Albanian immigration lawyer.

Step by step

The Order of Operations, Step by Step

Because Americans enter without a visa and apply inside Albania, the sequence is different from most European countries: you move first, then file35.

  1. Choose the route by what you will live on: a pension points to the pensioner permit, remote work for foreign clients to the digital nomad permit, a home you buy to the property-owner permit, and a job or business in Albania to work or self-employment5.
  2. Check your passport: valid for at least three months after you leave Albania and issued within the last ten years35. The U.S. Embassy recommends six months of validity4.
  3. Gather U.S. documents before you fly: an apostilled birth certificate (and marriage certificate, if asked), and any documents your route needs, each issued within six months of the application46.
  4. Enter Albania visa-free and keep proof of the date: the Embassy says passports are not always stamped and suggests keeping your boarding pass4.
  5. Book the Embassy notary appointment for the residence affidavit, paying the $50 fee on Pay.gov at least 72 hours ahead4.
  6. Have documents translated into Albanian; the birth certificate is translated by a licensed Albanian notary46.
  7. File on e-Albania, within 30 days of entry if you can and in any case well inside your one-year stay53; each adult files separately4.
  8. Give biometrics at the regional Border and Migration Directorate; the decision sets one working day from acceptance for the electronic provisional permit, once its changes are applied616.
  9. Register your address, in person at the civil-status office or online, within 30 days of receiving the permit, or the permit is canceled56.
  10. Use your numbers: the residence permit number serves as your health insurance number36, and for tax an individual is identified by the personal number on the ID document37.
  11. Open a bank account: residents, foreigners with temporary residence included, have a right to a basic payment account38.
  12. Plan the license exchange once you hold a permit valid for more than a year39, and renew any permit at least 60 days before it expires5.

What Things Cost, From Official Figures

Albania uses the lek (ALL), not the euro, and the lek floats freely1. The Bank of Albania’s official rate on September 25, 2026 was $1 = 80.74 lek (and €1 = 91.97 lek)1. We use that rate for every dollar figure on this page, rounded half-up.

Consumer prices were 3.2% higher in August 2026 than a year earlier, against 2.3% in August 2025, and 0.1% higher than in July40. Transport rose 12.0%, while clothing and footwear, and information and communication, became cheaper40. INSTAT publishes the September figure on October 8, 202640.

Rents: no official figure by town

We found no official rent per square meter by town: neither INSTAT nor the Bank of Albania publishes such a series. What exists is a direction and an index. The Bank of Albania’s survey of agents reported rising demand to rent and rising rents in the second half of 202512, and its stability report says rents “continued to rise” in the first half of 202610. In the consumer price index, actual rents paid for housing were 4.71% higher in August 2026 than a year earlier, down from 8.47% in January and 8.54% in February41. That is why this page has no rent calculator: budget from current listings, with a margin.

Pay and the minimum wage

The average gross wage was 92,150 lek a month (about $1,141) in the second quarter of 2026, 9.8% more than a year earlier32. It was 187,267 lek in finance and insurance and 143,528 lek in information and communication; 25.8% of employees earned the minimum wage and 17.1% more than 120,000 lek32. The minimum wage is 50,000 lek a month from January 1, 2026, or 287.3 lek an hour; it was 40,000 lek from the second quarter of 2023 to the end of 20252032. It is also the income figure in the general means test for residence6. INSTAT publishes the third-quarter figures on December 10, 202632.

Electricity

Household electricity from the universal service supplier is priced by the regulator, ERE22. For all of 2026, a household that uses up to 700 kWh a month pays 8.5 lek per kWh (about $0.11); one that uses 701 kWh or more pays 9.5 lek per kWh on the whole month’s use. Common parts of buildings, such as stair lighting, pumps and lifts, pay 9.5 lek22. Until January 31, 2025 every household paid 9.5 lek; the 8.5-lek band started on February 1, 20252422. The tariff table does not say whether VAT is included22.

What a Month of Electricity Costs at the 2026 Tariff

Enter your expected use in whole kWh a month. The estimate applies 8.5 lek per kWh up to 700 kWh and 9.5 lek per kWh on the whole month from 701 kWh, as ERE’s 2026 table sets it22, and converts at the Bank of Albania rate of September 25, 20261.

The energy price only, by our arithmetic. The table does not say whether VAT is included, and your bill may carry other charges; ask your supplier. A U.S. household’s use is not a guide: check the meter history of the apartment you rent.

Public transit in Tirana

The city’s own figures come from undated pages, so check them locally. An undated article on the Municipality of Tirana’s site quotes the mayor: “the ticket price in Tirana is 40 lek” (about $0.50)42. An undated Municipal Council news item gives the standard monthly pass as 1,600 lek (about $19.82) and the student pass as 600 lek43. Health coverage

Public Insurance, Private Policies, and the Medicare Question

Albania’s public scheme is compulsory health insurance run by the Compulsory Health Care Insurance Fund, FSDKSH44. For a residence permit, the question comes first as an insurance policy: digital nomads must show health insurance valid for at least one year56; the Ministry of Interior’s undated page also asks pensioners for one27, and a family sponsor needs health insurance for self and family5. For a permanent permit you must show coverage under the Albanian health insurance scheme5.

How you join the public system

  • Through a job. Employees and employers share a contribution of 3.4% of gross pay, half each44.
  • Self-employed or voluntary. For the self-employed and the voluntarily insured, the 3.4% is charged on twice the minimum wage4445. With the minimum wage at 50,000 lek, that is about 3,400 lek a month, or 40,800 lek a year (about $42 and $505), by our arithmetic20.
  • Voluntary membership. Under the health insurance law, people not covered on another basis may join the compulsory scheme voluntarily and have the same rights after a six-month waiting period; someone whose insurance ends must register within three months, or wait a year44. Whether FSDKSH enrolls a foreign retiree or digital nomad on a temporary permit this way is something we could not confirm; ask FSDKSH.
  • Your number. For foreigners, the residence permit number, or the provisional permit number, is the health insurance number36.

Paying for care

The U.S. Embassy says: “In Albania, doctors and hospitals expect payment in cash at the time of service.”46 We could not confirm the official co-payment rules for insured or uninsured patients, so ask your insurer what it pays and how. For scale, INSTAT counted 65 hospitals in 2024, 41 public and 24 private, with 8,911 public hospital beds, and 8,951,864 visits to primary care, 3.1% fewer than the year before47. We found no official figures on waiting times.

In an emergency, call 127, which the U.S. Embassy lists as the Medical Emergency Line46. It lists 112 as the National Emergency Line, “equivalent of U.S. 911”, and publishes lists of doctors and hospitals46.

Medicare does not follow you

Medicare generally does not pay for care outside the United States, and Medicare drug plans do not cover prescriptions bought abroad48. Most Medigap plans include foreign travel emergency coverage, but it pays 80% after a $250 deductible, up to $50,000 in a lifetime, and only for emergencies that start in the first 60 days of a trip49. That is travel coverage, not residence coverage.

Whether to keep paying the Part B premium ($202.90 a month in 2026) is a real decision: if you drop Part B and re-enroll later, the premium rises by 10% for each full 12-month period you could have been enrolled but were not, usually for life50. To cancel Part B while you live in Albania, the U.S. Embassy says to contact the Regional Federal Benefits Office (RFBO) in Rome, Italy46. Decide with your whole plan in view.

Taxes for Americans

Two Tax Systems, and No Treaty Between Them

Moving to Albania adds a second tax system; it does not remove the first while you remain a U.S. citizen. The United States taxes its citizens on worldwide income wherever they live51. As of September 27, 2026, there is no U.S.–Albania income tax treaty: Albania is not on the IRS’s A-to-Z list of U.S. income tax treaties7. There is also no totalization (Social Security) agreement: Albania is not on the Social Security Administration’s list of countries with agreements, whose newest entry is Romania, from September 1, 20268. So there are no treaty articles on pensions or Social Security and no saving clause to read. Relief from double tax rests on each country’s own rules: Albania’s credit for foreign tax18, and the U.S. foreign tax credit and foreign earned income exclusion2952. What follows is the map; the route is a job for a cross-border tax adviser.

When you become tax resident in Albania

Under the Income Tax Law (Law 29/2023) you are resident if you meet any one of its tests18:

  • You have a permanent dwelling in Albania during the tax year. The general instruction says this includes a home you own, or one you rent for at least six months, in which you live1830.
  • You are in Albania for 183 days or more in the tax year; the days you arrive and leave count18.
  • Your business place or habitual abode is in Albania, unless you have a permanent home abroad all year and none in Albania18.
  • Your center of vital interests is in Albania, or you are an Albanian government official abroad18.

The tax administration’s page for individuals describes the day test differently, as more than 183 days in any 365-day period37; the law counts days in the tax year, which is the calendar year18. Ask your adviser which count applies to your arrival year. Residents are taxed on income from all sources, inside or outside Albania; non-residents only on Albanian-source income18.

An annual return is due by March 31 of the following year18. It is compulsory if your income from all sources is more than 1,200,000 lek a year (about $14,863), if you have more than one employer, or if other income not taxed at source exceeds 50,000 lek18.

Income tax for 2026

Albania has a single national income tax, with separate scales for employment, business and investment income18:

Albanian personal income tax rates in 2026, Law 29/2023, articles 24 and 69. Checked September 27, 2026.
IncomeRate
Employment income, annual tax base up to 2,040,000 lek (about $25,266)13%18
Employment income, annual tax base above 2,040,000 lek23%18
Business profit of individual traders and the self-employed, up to 14,000,000 lek15%18
Business profit above 14,000,000 lek23%18
Individual traders and the self-employed with gross income up to 14,000,000 lek a year (about $173,396), until December 31, 20290%1825
Dividends8%18
Other investment income: interest, royalties, rent, capital gains on securities and real estate, crypto; no costs deductible15%18

The employment rates have applied since January 1, 2025; from June 1, 2023 to December 31, 2024 a monthly wage table applied instead18. The Constitutional Court struck out the sentences that kept professional services, such as lawyers and accountants, out of the 0% rate25.

Employment and business income get a personal deduction: 600,000 lek if your annual income is up to 600,000 lek, so no tax is due; 420,000 lek if it is above 600,000 up to 720,000; and 360,000 lek (30,000 a month) above that18. Each dependent child under 18 adds 48,000 lek18. Two further rules matter to the self-employed: someone who earns 80% or more from one client, or 90% or more from fewer than three, is taxed as an employee, unless they serve only clients who are not Albanian residents or file a self-declaration of status, by March with the business income tax return, that the income is not employment income; and with turnover up to 10,000,000 lek the self-employed may choose to deduct 30% of income as deemed expenses18.

Income tax estimate

Estimate Albania’s 2026 Income Tax on Employment Income

Enter your annual employment income, in lek or dollars, and the number of dependent children under 18. The estimate takes off the personal deduction for your income band and 48,000 lek a child, then applies 13% up to 2,040,000 lek of tax base and 23% above, to the hundredth of a lek18. Dollars are converted at the Bank of Albania rate of September 25, 2026 ($1 = 80.74 lek)1.

A simplification, by our arithmetic from the published rates. It is for a resident with employment income only, and treats what you enter as the annual income the deduction bands refer to. It leaves out social contributions, every other deduction and relief, business and investment income, the credit for foreign tax, and U.S. tax. It does not cover pensions, U.S. Social Security or retirement accounts, whose Albanian treatment we could not confirm.

Examples: 2026 income tax on annual employment income for a resident with no children, by our arithmetic from Law 29/2023.
Income a yearPersonal deductionTax baseTaxShare of income
600,000 lek (about $7,431)600,000 lek0 lek0 lek0.0%
720,000 lek (about $8,918)420,000 lek300,000 lek39,000 lek5.4%
1,200,000 lek (about $14,863)360,000 lek840,000 lek109,200 lek9.1%
2,400,000 lek (about $29,725)360,000 lek2,040,000 lek265,200 lek11.1%
3,000,000 lek (about $37,156)360,000 lek2,640,000 lek403,200 lek13.4%
6,000,000 lek (about $74,313)360,000 lek5,640,000 lek1,093,200 lek18.2%

Just above 600,000 lek the deduction falls from 600,000 to 420,000 lek, so tax jumps from nothing to about 23,400 lek, by our arithmetic18.

Credit for foreign tax, and no regime for newcomers

Albania gives a credit for foreign tax country by country18. It cannot exceed the Albanian tax on the same income, and you need documentary proof from the foreign country18. We found no special tax regime for foreign retirees or remote workers in the Income Tax Law as amended to January 2026. Its one newcomer rule is for foreign artists, who since January 30, 2026 are not tax resident for 24 months from their first entry, whatever their days of presence1817.

Pensions, Social Security and retirement accounts

The law exempts income from the compulsory social and health insurance scheme, and the Finance Ministry’s instruction describes this as payments from Albania’s Social Insurance Fund and Compulsory Health Care Fund; U.S. Social Security is not named1830. “Private pensions” are defined by reference to Albanian law on private pension funds, and the law does not address a U.S. 401(k) or IRA18.

A question for your tax adviser, not a rule we can state. No official source we found says how Albania taxes U.S. Social Security, 401(k) or IRA payouts received by an Albanian resident, and there is no treaty to settle it187. Settle this before you move, if necessary with a written ruling from the tax administration.

Your U.S. benefits can follow you: the SSA says U.S. citizens may keep receiving Social Security payments outside the United States, and Albania is not on its lists of countries where payments are restricted53.

Inheritance, gift, wealth and property taxes

  • Inheritance and gifts are taxed at 15% of the market or nominal value, whichever is higher, with no costs deducted; residents are taxed on assets anywhere, non-residents on assets in Albania18. Transfers between first- and second-rank legal heirs, and between siblings, are exempt; other recipients are exempt up to 5,000,000 lek (about $61,927) of real estate and 1,000,000 lek (about $12,385) of movable property18.
  • No net-wealth tax appears in the Income Tax Law or the Local Tax Law that we read1854.
  • Annual building tax: 0.05% of the value of a residential building, and 0.2% for business use, owed by owners or users, domestic or foreign, whether or not the building is occupied; a land tax per square meter applies as well54.
  • Selling property: the seller pays 15% on the capital gain, with the sale price taken as the higher of the contract price and the official reference price, and the tax is paid before the cadaster registers the transfer18. See buying.
  • Rent from real estate is investment income taxed at 15%; when an Albanian business pays rent to an individual, the tax is withheld at source18.

Social contributions, and no totalization agreement

For an employee, social and health contributions total 27.9% of gross pay: 24.5% social insurance, on pay between the minimum wage and the ceiling, and 3.4% health on gross pay4544. The ceiling for social insurance is 186,416 lek a month from January 1, 2026, about $2,30921. The law puts the employee’s social share at 9.5% and splits health 50/505544, so by our arithmetic the employee pays 11.2% and the employer 16.7%. The self-employed pay 23% of the monthly minimum wage in social insurance and 3.4% of twice the minimum wage in health contributions4521: with the minimum wage at 50,000 lek, that is 11,500 and 3,400 lek a month (about $142 and $42), by our arithmetic20.

Because there is no totalization agreement8, no agreement decides which country’s system covers your work. If you will work in Albania, as an employee or for yourself, ask an adviser before you start whether you will owe Albanian contributions and U.S. Social Security or self-employment tax at the same time.

Questions to take to your tax adviser
  • On which date will I become Albanian tax resident: by the 183-day count, a lease of six months or more, or my center of vital interests?
  • How will Albania tax my U.S. Social Security, and my 401(k), IRA and Roth IRA withdrawals? Should I ask the tax administration for a written ruling?
  • With no treaty, in what order do the Albanian and U.S. foreign tax credits apply to my pension and investment income?
  • Does the foreign earned income exclusion or the foreign tax credit suit my earnings better?
  • If I work in Albania, will I owe contributions in both countries, and for how long?
  • If I am self-employed with foreign clients, does the 0% rate up to 14 million lek apply to me, and what do I file?
  • Should I sell or restructure U.S. investments before I become resident?
Renting and buying

Lease Rules, Buying as a Foreigner, and Short-Term Rentals

Renting under the Civil Code

Leases are governed by the Civil Code; we found no separate residential tenancy law. As published by QBZ, it says59:

  • Term and form. A lease of a building used as a home may not be made for more than five years, and any lease longer than one year must be in writing59.
  • End of the lease. A fixed-term lease ends at its term without notice; one that continues without objection is renewed on the same terms; an open-ended lease ends when either side gives notice, and the Code sets no notice period59.
  • Your rights. A tenant who has kept to the lease has a right of preference for a new lease, and the landlord does repairs other than routine upkeep59.
  • Subletting is allowed unless the lease says otherwise; handing the lease over to someone else needs the landlord’s consent59.

In the lease articles we read there is no minimum term, no cap on deposits and no fixed notice period for tenants; we could not confirm that the published copy includes every amendment59. So agree the deposit, notice and repairs in writing, and have a lease of six months or more read by a lawyer, because a home rented for at least six months in which you live counts as a permanent dwelling for tax residence30. Your landlord owes 15% tax on the rent18.

Buying: open to Americans, with care over title

The Civil Code gives foreigners the same civil rights and duties as Albanian citizens, except where a law provides otherwise59. The U.S. State Department says there are no restrictions on buying private residential property; agricultural land cannot be bought by foreigners but can be leased for up to 99 years, and a company registered in Albania is not subject to that limit28. It also warns: “Property rights continue to be a challenge in Albania because clear title is difficult to obtain”, and overlapping titles are widespread28. Have an independent lawyer check the title before you pay anything.

  • Seller’s taxes. The seller pays 15% income tax on the gain. The sale price is the higher of the contract price and the official reference price, and the cadaster does not register the transfer until the tax is paid18. The local transfer tax is also paid by the person who transfers the property, and people subject to personal income tax are exempt from it54.
  • Buyer’s costs. We found no transfer tax on the buyer, and we did not research notary or cadaster fees; ask your notary for a written list before you sign54.
  • Every year. The building tax on a home is 0.05% of its value, plus a land tax per square meter54.
  • The revaluation window. Until December 31, 2026, owners may re-register a property at market value, set by a licensed valuer or by the cadaster agency’s fiscal minimum, and pay a one-off 5% tax on the increase; a later sale then pays capital gains tax only on gains above the revalued amount. Requests paid by December 31, 2026 are completed by March 31, 202719. When you buy, ask whether the seller revalued: it affects the seller’s tax, not yours19.

What property costs

We found no official price per square meter by town, and the official index is not based on a property register: the Bank of Albania builds it from the actual sales reported in a twice-yearly survey of 230 construction companies and estate agents, a sample selected by INSTAT that covers about 75–80% of such firms. It groups sales into Tirana, a coastal zone (Durrës, Vlorë and Sarandë) and other areas12. Its readings show a steep rise in 2025 and no change over the first half of 2026:

Bank of Albania house price index (Fisher): change on the previous half-year and on a year earlier, national and Tirana. Checked September 27, 2026.

First half of 202610Unchanged+10%Almost +10% on the half-year and on the year

The full survey for the first half of 2026 was not yet on the Bank of Albania’s survey page on September 27, 2026; the figures for that half come from its Financial Stability Report10.

In the second half of 2025, the agents surveyed sold 1,273 properties, down from 1,960 in the first half; about 61% were bought with a bank loan, and about 25% by non-residents, half of them EU citizens. The survey attributes that half-year’s national rise to higher prices of properties sold in coastal areas, and homes took 9.1 months on average to sell: 8.1 in Tirana, 9.9 on the coast and 10.1 elsewhere12.

Short-term rentals

Law 30/2024 required an individual who lets an apartment, villa or room to tourists to obtain a categorization certificate from the tourism ministry before starting14. Law 83/2026, in force since its publication on July 30, 2026, replaced that paragraph; the rules that remain speak of tourism businesses registered with the National Business Center, and we could not confirm whether an individual host still needs a certificate1314. Every accommodation must register its guests electronically: number, nights, nationality, residence, sex and age13. Law 83/2026 also lets the government suspend building work in tourist zones during the season13.

Ask the tourism ministry what applies to you, and the tax administration about registering the income, before you buy to let. The rent itself is taxed at 15%18.

Where to live

Ten Places, Compared on Official Numbers

Albania had 2,402,113 residents at the census of September 18, 2023, about 420,000 fewer than in 201160. We compare ten places below on population and the share of residents aged 65 or older6162. We found no official price or rent per square meter by town, and no official table of climate normals by town, so neither appears here; ask about heating, cooling and winter conditions on a scouting trip. Our suggestions are starting points, not verdicts.

Capital and U.S. Embassy

Tirana, with 598,176 residents in its municipality, is by far the largest place here and home to the U.S. Embassy6163. Homes there took 8.1 months on average to sell in the second half of 2025, faster than on the coast or elsewhere, and the Tirana price index rose almost 10% in the year to the first half of 20261210. It also has the lowest share of residents aged 65 or older in our table, 16.3%61.

Consider: Tirana

The Coastal Zone

Durrës (153,614) and Vlorë (83,683), with Sarandë, make up the Bank of Albania’s coastal zone6112. The survey attributes the national rise in house prices in the second half of 2025 to higher prices of properties sold in coastal areas, where homes took 9.9 months on average to sell12. The U.S. Embassy’s outreach visits have included Vlorë and Sarandë64.

Smaller Places in Vlorë County

Sarandë municipality has 22,613 residents, and Ksamil, one of its administrative units, 2,7316162. Himarë is small, 8,328 in the municipality and 3,901 in the town’s own unit, and has the highest share of residents aged 65 or older in our table, 34.7%6162. The Sarandë unit on its own has 19,882 residents62.

Beyond Tirana and the Coastal Zone

Shkodër (102,434), Berat (62,232), Korçë (60,754) and Gjirokastër (23,270) are the other municipalities in our table61. In the Bank of Albania’s “other areas”, outside Tirana and its coastal zone, homes took 10.1 months on average to sell in the second half of 202512. Korçë, Gjirokastër and Berat all have more than 23% of residents aged 65 or older61.

Practical matters

Paperwork: Registration, Numbers, Banks, Driving and Pets

Registering your address, within 30 days

Within 30 days of receiving your residence permit you must register your address; if you do not, the permit is canceled5. Decision 858 lets you register in person at the civil-status office (zyra e gjendjes civile) or online6; the Ministry of Interior’s step list sends you to the civil-status office to confirm the exact address where you live27. The U.S. Embassy suggests bringing a second apostilled birth certificate, which you may need to register your domicile4.

Your tax and insurance numbers

For tax, a private individual is identified by a fiscal code (kod fiskal), which is the personal identification number on the individual’s ID document; this applies to residents and non-residents37. A NIPT (also called NUIS), the taxpayer number for a business, is issued when you register a business activity with the National Business Center, and an individual can register as a natural-person trader only once, with one NIPT65. For health insurance, a foreigner’s residence permit number, or provisional permit number, serves as the insurance number36. If you plan to let out an apartment, ask the tax administration whether you need a NIPT; we could not confirm it.

A bank account

Law 100/2023 gives every resident a right to a basic payment account. “Resident” includes foreigners with temporary or permanent residence in Albania, and the account must be offered whatever your income, employment status or credit history38. The bank must open or refuse the account within 15 working days of a complete application; it may refuse under anti-money-laundering rules or if you already hold such an account, and you can appeal to the Bank of Albania within 30 days38. Services are free or at a “reasonable fee”38. The law was adopted on December 14, 2023 and took effect three months after publication38.

Driving

What the official pages say about driving on your U.S. license, in their own terms:

  • The U.S. Embassy: “An International driver’s license/permit can only be used for one year. If you wish to drive in Albania for more than one year you must apply for an Albanian driver’s license.”66
  • DPSHTRR, the road transport authority: an international permit is not valid for driving in Albania if its holder has established residence in Albania for more than one year67.

Neither page says how long a U.S. state license on its own may be used, so ask DPSHTRR before you rely on it. Exchange without a test is open to the holder of a valid license issued by an EU member state, the United States or Canada, or a country with a bilateral agreement, who holds an Albanian residence permit valid for more than one year39. You need39:

  • your passport and residence permit, notarized and translated;
  • a medical certificate less than six months old;
  • a notarized, translated copy of your license;
  • for a U.S. license, a certificate about the license from the authority that issued it, with an apostille, notarized and with a certified translation.

The fees are 4,000 lek for the request and 4,500 lek for the Albanian license, 8,500 lek in all (about $105). The license is ready the same day in Tirana and within three working days elsewhere39.

Pets

The Foreign Ministry’s guidance on bringing animals into Albania describes pets arriving from EU states: identification by microchip or tattoo, and a passport issued by an official veterinarian showing a rabies vaccination, with a check at the border inspection point68. It does not set out a separate rule for pets arriving from the United States, and we found no official list of fees at entry, so ask the Albanian embassy and your airline before you book.

Think ahead about trips into the EU. Albania is not on the EU’s list of countries whose pets are exempt from a rabies antibody (titer) test, while the United States is; a dog, cat or ferret traveling from Albania into the EU therefore needs the test69.

Shipping your household

The Customs Code exempts from import duties the personal belongings of people who move their normal residence to Albania from another country70. Its implementing decision sets the conditions71:

  • You must have had your normal residence outside Albania for at least 12 months in a row, though customs may waive this if you clearly intended to live abroad that long; and you must have owned the goods, and used any that are not consumables, for at least six months before you left your previous home, save in special cases; they must serve the same purpose in Albania71.
  • The goods must be released within 12 months of settling in Albania, and for 12 months after release they may not be lent, pledged, rented or transferred without telling customs first71.
  • A private car or other vehicle must have been registered to, owned and used by you abroad for at least 12 months; it may not be lent, pledged, rented or transferred for two years unless you pay the duties, and the relief requires a guarantee71.
  • There is no relief for alcohol, tobacco, commercial vehicles, or articles used in a trade or profession other than portable instruments of the applied or liberal arts71.

The application uses the form in Annex 8 of Appendix D of the decision71. We could not read the customs administration’s own page on this, so ask customs, or your mover, which documents it wants from a foreign resident.

Schools

The law protects the right to education of Albanian citizens, foreigners and stateless people, and compulsory and upper-secondary education in public schools is free72. Since Law 44/2023, full-time basic education is compulsory for all children resident in Albania from age 6 to 16; before, the rule named only children who were Albanian citizens73.

Entry rules

Outside the EU and Schengen: Albania’s Own One-Year Rule

Albania is not a member of the EU and not in the Schengen area2. It sets its own entry rules. Its law gives visa-free foreigners a default stay of up to 90 days in any 180, but lets the Council of Ministers set something different5. For Americans it has: under Decision 124/2022, U.S. citizens may enter and stay without a residence permit for up to one year3.

  • Resetting the year. You may re-enter for a new year only after more than 90 days outside Albania3. The U.S. Embassy says to “restart the clock” you must stay out for at least 90 days, and that shorter trips abroad do not lengthen or reset the one-year limit4.
  • Your passport. It must be valid for at least three months after the date you leave Albania and have been issued within the last ten years35. The Embassy recommends at least six months of validity4.
  • Proof of your entry date. The Embassy says passports are not always stamped, because entries are recorded electronically, and suggests keeping your boarding pass or ticket4.
  • Overstaying. The Embassy warns that if you stay more than a year without going through the residence procedure, you could be ordered removed, banned from entering Albania for five years, fined, detained or deported4.

Trips from Albania into the Schengen area follow the Schengen rules for short stays: up to 90 days in any 180-day period74. Since April 10, 2026 the EU’s Entry/Exit System has been fully operational, recording short-stay travelers at every Schengen border crossing; holders of a residence permit or long-stay visa from a country that operates the system are not registered75. Albania is not in Schengen2, so by our reading an Albanian permit does not exempt you, and you are recorded as a short-stay visitor each time you enter.

As of September 28, 2026, ETIAS, the EU travel authorization for visa-free visitors, is not yet running and no applications are collected; the EU says it will announce the start date several months ahead, and the fee has been set at €2076. The regulation exempts holders of residence permits covered by the Schengen Borders Code and of national long-stay visas issued by Schengen states77; Albania is not in Schengen2, so by our reading an Albanian permit will not exempt you once ETIAS starts. The Schengen, EES and ETIAS section of our FAQ explains the 90/180 count.

Timeline

A Realistic Twelve Months

Built from the rules above. The law gives no deadline for deciding an ordinary residence permit, and we found no official figures for actual waiting times; the provisional permit covers you while you wait6. So the plan puts the application early in your visa-free year, not at its end.

Months 12–8 before

Decide and test

Choose the route and run the money checks in lek. If you are retiring, ask the regional office whether it asks pensioners for proof of means6. Book a session with a cross-border tax adviser: with no treaty, how Albania would tax your Social Security, 401(k) and IRA is the biggest open question718. Plan a scouting trip.

Months 7–3 before

Prepare

Check that your passport will be valid for at least three months after you plan to leave Albania and was issued within the last ten years35. Arrange health insurance valid for at least a year if your route needs it527. Start pet preparations: the Foreign Ministry’s guidance describes identification by microchip and a rabies vaccination68.

Months 2–1 before

Documents and shipping

Order apostilled birth and marriage certificates now, so that they are less than six months old when you file64. List your household goods; they enter duty-free only if you have owned them, and used those that are not consumables, for at least six months before you leave71. Book the Embassy notary appointment for your first weeks in Albania4.

Month 0

Arrive

Enter visa-free and keep your boarding pass as proof of the date4. Have the affidavit notarized, get translations done, and file on e-Albania, aiming for the 30 days after entry that the law names5.

Months 1–3 after

Permit and registration

Give biometrics; the provisional permit is issued electronically, and you collect the card later6. Register your address within 30 days of receiving the permit5. Open a bank account38. Clear your belongings through customs within 12 months of settling in Albania to keep the relief71.

By month 12 after

License, taxes, renewal

Exchange your U.S. license once your permit is valid for more than a year39. If you are tax resident and your income tops 1,200,000 lek, file the Albanian return by March 3118; put the U.S. return (June 15 for Americans abroad), the FBAR and any renewal, 60 days ahead, on the calendar51575.

Questions

What Americans Ask Us About Albania

How long can I stay in Albania without a residence permit?

Up to one year. A Council of Ministers decision lets U.S. citizens enter and stay without a residence permit for up to one year, and start a new year only after more than 90 days outside Albania3. The U.S. Embassy adds that shorter trips abroad do not lengthen or reset the one-year limit4.

Do I need a visa to move to Albania?

No. The Foreign Ministry’s visa table shows no D visa for U.S. citizens and points them to a residence permit application on e-Albania, and the law says foreigners who need no visa apply online315.

Is it true that Americans get a five-year permit?

That is what the law says: U.S. citizens applying for the first time who meet the general criteria receive a five-year residence permit, and the fee for a first five-year permit is 12,000 lek56. The articles on individual permits speak of “up to one year” for a first permit, and we found no official statement of how regional offices apply the rule, so confirm the term when you apply5.

How much pension income do I need for the pensioner permit?

Since April 15, 2026 the pensioner file in Decision 858 lists a pension certificate, not an income figure: Decision 240/2026 removed the certificate of 1,200,000 lek of annual pension income, with its changes applying once the electronic systems are updated166. Whether offices still apply the general means test (whose options include monthly income of at least 50,000 lek and a deposit of 300,000 lek per person in an Albanian bank) to pensioners is something we could not confirm620; ask the office where you apply.

How much do I need for the digital nomad permit?

A self-declaration of means to support yourself and any dependents during your stay, of at least 408,000 lek, about $5,053; the rule does not say whether that is per month or per year6. You also need health insurance valid for at least a year and criminal record certificates from your country of origin and of residence5.

Is there a tax treaty or a Social Security agreement between the U.S. and Albania?

No, as of September 27, 2026. Albania is not on the IRS list of U.S. income tax treaties, and it is not among the countries with which the United States has a Social Security agreement78. U.S. citizens living abroad are taxed on their worldwide income51, so relief from double tax rests on each country’s own foreign tax credit1829.

Will Albania tax my Social Security, 401(k) or IRA?

We could not find an official answer. Albanian residents are taxed on worldwide income, and the exemption for pensions refers to Albania’s own compulsory insurance funds; U.S. Social Security is not named, and U.S. retirement plans are not addressed1830. Ask a cross-border tax adviser before you move, and consider asking the tax administration for a written ruling.

Can I keep receiving Social Security in Albania?

Yes. The SSA says U.S. citizens may continue to receive payments while outside the United States, and Albania is not on its lists of countries where payments are restricted53.

Can Americans buy property in Albania?

Yes. The U.S. State Department says there are no restrictions on buying private residential property, but foreigners cannot buy agricultural land, which they can lease for up to 99 years; it also warns that clear title is difficult to obtain28. Owning a home can support a residence permit, with no minimum value5.

How long until I can become an Albanian citizen?

Seven years of continuous lawful residence plus a permanent residence permit, with a certified test of spoken and written Albanian and basic history926. Marriage to an Albanian citizen shortens this: four years of a marriage registered in Albania, three years plus one of residence, or two years plus a child15.

Can I join Albania’s public health insurance?

Employees pay a 3.4% contribution, shared with the employer44. The health insurance law lets people not otherwise covered join voluntarily after a six-month waiting period44; whether FSDKSH enrolls foreign retirees or digital nomads on temporary permits this way is something we could not confirm. For a permanent permit you must show health insurance under the Albanian scheme5.

Can I drive on my U.S. license?

The U.S. Embassy says an international driving permit can be used for one year and that to drive longer you must get an Albanian license66. With a residence permit valid for more than a year, you can exchange a U.S. license without a test; you need an apostilled record of your license from the issuing state39.
