Moving to Poland from the U.S.
Which residence permit fits someone living on a pension or savings, an employee, a business owner or an American of Polish descent, the 2026 income and salary tests in zloty, the 1974 U.S. tax treaty, and what tax, health insurance, housing and paperwork involve, with every figure from an official source and dated.
What Has Changed in Poland Since 2024, and What Is Set for 2027
Residence applications moved online in April 2026, the 2027 minimum wage is already set, and several bills that would change taxes, citizenship and short-term rentals were before the Sejm, the lower house of parliament, on October 4, 2026, without being law. The changes, latest first.
- January 1, 2027 (already law): the minimum wage rises from PLN 4,806 to PLN 4,950 a month, about $1,273, and from PLN 31.40 to PLN 32.30 an hour8,9. The maximum annual property tax on homes rises from PLN 1.25 to PLN 1.29 per m²10,11. New personal investment accounts (OKI) start12.
- November 19, 2026 (already law): notaries upload deeds of purchases by foreigners to a central electronic repository, which forwards them to the Interior Ministry; the parties pay a fee for this, to be set by regulation; as of October 4, 2026 the regulation setting it had not been published. The permit rules do not change13.
- Pending as of October 4, 2026, not law: bills on the 2027 income tax scale (print 3147)14, short-term rentals (print 2865)15, ending leases for unpaid rent (print 2447)16 and a 10-year residence requirement for citizenship (prints 1759 and 1273)17,18. Each is described below.
- October 2, 2026: temporary border checks at Poland’s borders with Germany and Lithuania, in place since July 7, 2025, were extended to March 30, 2027; check whether they were extended again after that date19,20.
- September 2026: consumer prices were 4.0% higher than a year earlier, by the flash estimate, after 3.4% in August21.
- April 27, 2026: applications for temporary residence, permanent residence and EU long-term residence must be filed online, through the Office for Foreigners’ MOS system; a paper application is left unexamined, and an electronic certificate replaces the passport stamp that showed a pending application22,23.
- April 2026: new EU pet-travel rules from April 2224; the EU’s Entry/Exit System replaced passport stamps on April 1025.
- February 1, 2026: the minimum health contribution for the self-employed on the scale or flat tax rose to PLN 432.54 a month, until January 31, 202726.
- August 1, 2025: the fee for recognition as a Polish citizen became PLN 1,00027,28.
- June 1, 2025: a new Act on employing foreigners replaced the old work-permit rules29.
- January 1, 2025: the social-assistance income thresholds behind most permit income tests became PLN 1,010 for a person living alone and PLN 823 per person in a family4.
Who Poland Suits, and Who It Frustrates
Poland suits Americans of Polish descent, people with a Polish job or business plan, and newcomers who can use the tax relief for new residents. It frustrates people looking for a retirement, digital nomad or golden visa, or a predictable decision date.
In its favor
- Polish ancestry counts. With a Polish parent or grandparent and basic Polish, the free Karta Polaka can lead to permanent residence straight away, and to citizenship a year after that, with Polish at B130,3,7.
- A low income test for the permits that use it: income above PLN 1,010 a month for a person living alone, about $2603,4.
- A newcomer tax relief that names the United States: up to PLN 85,528 a year of earned or business income is free of income tax for four years, for people who move here after three years without Polish residence and meet its other conditions31.
- U.S. citizens may set up a business on the same terms as Poles, under the 1990 U.S.–Poland business treaty32.
- A Social Security totalization agreement in force since March 1, 20096,33, and a self-contained apartment can be bought without a purchase permit outside the border zone34.
Against it
- No retirement, digital nomad or golden visa. We found none in the Act on Foreigners; the nearest route for people living on their own means is a permit on “other circumstances” that the authority may grant, not one it must grant3.
- No free access to the labor market for U.S. citizens as such: a job means an employer-backed permit or a Blue Card, unless you hold a Karta Polaka29,30.
- Waiting times are not published. The Act gives the authority 60 days to decide a temporary permit, counted from a complete file; we found no official figure for actual waits3.
- Polish at B1 for the EU long-term resident permit after five years and for citizenship, with few exceptions3,7.
- An old tax treaty. The 1974 convention has no article on private pensions or Social Security, so how a 401(k), an IRA or U.S. Social Security is taxed is a question for an adviser35.
- Public health cover is not automatic without a job: voluntary NFZ insurance cost at least PLN 845.67 a month for July to September 2026, and the minimum changes every quarter36.
Which Permit Fits You, and What It Takes in 2026
As an American you can visit the Schengen area without a visa for up to 90 days in any 18037,38. A stay of more than 90 days needs a national (D) visa, valid for at most one year, or a residence permit39. Poland’s permits are set by the Act on Foreigners. The ground rules for every temporary residence permit are these3:
- It is issued for the time needed, up to three years, and renewed by a new application3.
- You apply in Poland, to the voivode (the provincial governor) for the place where you are staying, no later than the last day of your legal stay. Since April 27, 2026 the application is filed electronically through MOS, the Office for Foreigners’ online system3,22,23.
- If you file on time and the application is complete, your stay counts as legal until the decision becomes final3.
- The Act gives the voivode 60 days to decide a temporary permit and six months for permanent and EU long-term residence: legal limits, not measured waits3.
- Most temporary permits, including the other-circumstances, work, Blue Card, business and study routes, need health insurance: Polish public (NFZ) cover, or an insurer’s confirmation that it covers treatment in Poland3.
| Route | Made for | Money or salary test | Stamp duty | Law |
|---|---|---|---|---|
| Temporary residence on “other circumstances” | Circumstances other than all the listed purposes; by our reading, the nearest route for people living on a pension or savings. Discretionary3 | Stable, regular monthly income above PLN 1,010 (single) or PLN 823 per person in a family; accommodation; insurance3,4 | PLN 34028 | Act on Foreigners, arts. 187(8) and 188 |
| Temporary residence and work | Employees of a Polish employer3 | Pay at least the market rate for the job and at least the minimum wage: PLN 4,806 a month in 2026, PLN 4,950 from January 1, 20273,9,8 | PLN 44028 | Art. 114 |
| EU Blue Card | Highly qualified employees with a contract of at least six months3 | At least 150% of the previous year’s average wage: PLN 13,355.34 a month for 2026 applications, by our arithmetic3,40 | PLN 44028 | Art. 127 |
| Business | Running a business, or sitting on the board of a company you formed or bought into3 | Income above the PLN 1,010 threshold, plus a business test (below)3 | PLN 34028 | Art. 142 |
| Karta Polaka, then permanent residence | People of Polish descent with at least basic Polish30 | None for the card; no stamp duty for the permanent residence that follows30,28 | PLN 028 | Karta Polaka Act; Act on Foreigners, art. 195 |
In dollars at the Narodowy Bank Polski (NBP) rate of October 2, 2026 (USD 1 = PLN 3.8881), PLN 340 is about $87 and PLN 440 about $1131.
No retirement visa: the permit on “other circumstances”
The Act’s temporary-residence chapters cover purposes such as work, business, study, family and seasonal work; we found none for retirees or people living on passive income3. The fallback is the chapter on “other circumstances”: a permit may be granted to a foreigner who “has shown circumstances, other than those listed, justifying his stay”3. No official page we read names it a retirement route, so this is our reading, and the decision is at the voivode’s discretion. Ask the voivode’s office for your province before you build a move on it.
- Income: stable and regular, higher each month than PLN 1,010 for a person living alone or PLN 823 for each person in a family; the statute sets no fixed savings sum3,4.
- Accommodation secured in Poland, and health insurance3.
- Fee and term: stamp duty of PLN 340; the permit runs up to three years and is renewed by a new application, filed online in Poland28,3.
Is Your Monthly Income Above the Threshold?
Choose your household and enter your monthly income. The Act requires income higher than PLN 1,010 for a person living alone, or PLN 823 for each person in a family3,4; for a family we multiply PLN 823 by the number of people, by our arithmetic. Dollars use the NBP rate of October 2, 20261; we compare to the exact grosz.
The threshold field follows the household: PLN 1,010 for one person, PLN 823 per person for a family; change it only if the regulation changes. An income check only: the permit also needs accommodation, insurance and circumstances that justify your stay, and it is discretionary. Meeting the figure does not mean a permit will be granted.
Applying from the United States
Poland has five consular posts in the United States: the Embassy in Washington and the Consulates General in Chicago, Houston, Los Angeles and New York41. You apply at the one whose consular district covers your state42.
- The national (D) visa is for stays of more than 90 days and is valid for at most a year. You book through the e-konsulat system and apply in person, no later than 15 days before your planned journey39,42.
- Fee and time: the fee is $235 and is not returned whatever the decision. The consul decides within 15 working days of payment, extendable to 30 days if the documents need closer examination42.
- Documents include a passport issued within the last 10 years, travel medical insurance of at least EUR 30,000, proof of funds such as three months of bank statements, proof of accommodation and proof that you live in the consular district; the consul may ask for more42.
Working for a Polish employer
As we read the 2025 Act on employing foreigners, U.S. citizens as such are not on its list of people with free access to the labor market29; Karta Polaka holders may work without a permit30.
- Temporary residence and work (article 114): a Polish employer, health insurance, and pay at least the market rate for the job and not below the minimum wage: PLN 4,806 a month in 2026 (about $1,236) and PLN 4,950 from January 1, 2027 (about $1,273)3,9,8. The employer completes an online annex to your application3.
- EU Blue Card (article 127): a contract of at least six months, higher professional qualifications, and pay of at least 150% of the national average wage of the year before you apply3. The 2025 average was PLN 8,903.5640, so for 2026 applications the floor is PLN 13,355.34 a month, about $3,435, or PLN 160,264.08 a year, by our arithmetic. For applications filed in 2027 the 2026 average applies; Statistics Poland had not published it as of October 4, 202640.
Work Permit or Blue Card: Does Your Salary Meet the Floor?
Choose the test and enter your gross monthly pay. The work permit uses the minimum wage9,8; the Blue Card, PLN 13,355.34 for 2026 applications, by our arithmetic3,40. Pay must be at least the figure. Dollars use the NBP rate of October 2, 20261.
A salary check only. The work permit also requires pay at the market rate for the job; the Blue Card a contract of at least six months and higher qualifications3. Meeting a figure does not mean a permit will be granted.
Your own business
U.S. citizens may set up a sole proprietorship or a company on the same terms as Polish citizens, under the 1990 U.S.–Poland business treaty; that is a right to do business, not to live here32.
The temporary residence permit for business (article 142) needs health insurance, income above the PLN 1,010 threshold and accommodation, and the business must meet one of two tests3:
- A track record: in the previous tax year it earned income of at least 12 times the average monthly gross wage in its voivodeship, or it has employed at least two full-time workers who are Polish or EU citizens for the past year3. The average for 2024, published in November 2025, was PLN 9,488.94 for Mazowieckie (Warsaw), so 12 times is PLN 113,867.28, about $29,286, by our arithmetic43. Statistics Poland publishes each year’s regional averages around November of the following year; which year’s figure an office applies is not stated officially, so ask the voivode’s office.
- A credible plan: it shows it has the means, or is taking steps such as investment, technology transfer or creating jobs, to meet those tests in future. This is the only test a new business can meet3.
The same permit covers a board member of a company you formed or bought into, if the company meets a test3. We found no investor (golden) visa and no start-up visa in the Act3.
No digital nomad permit
We found no permit in the Act on Foreigners for someone who lives in Poland and works remotely for a foreign employer3. Poland. Business Harbour, a program sometimes mentioned in this context, offered a fast-track visa only to citizens of Belarus, Russia, Ukraine, Moldova, Georgia, Armenia and Azerbaijan; it was never open to Americans44.
Study and family
A study permit needs enrollment at an approved institution, fees paid, insurance, and monthly funds after housing costs above PLN 1,0103. A spouse of a Polish citizen must be granted temporary residence on the basis of a marriage recognized in Polish law3. Family reunification with a foreign resident is open if the sponsor holds permanent or long-term-resident status, a Blue Card, or two years of successive temporary permits3.
Polish ancestry: the Karta Polaka and citizenship by descent
- Who and how: someone with at least basic Polish who declares belonging to the Polish nation before a consul and shows that a parent or grandparent, or two great-grandparents, were of Polish nationality (or has worked actively for the Polish community for three years), and who does not already hold Polish citizenship or permanent residence. You apply to the consul for your place of residence; it is free, and the card is valid for 10 years and renewable, or indefinitely if granted at age 65 or over30.
- What it gives: work without a work permit and the right to run a business on the same terms as Poles30. A holder who intends to settle can be granted permanent residence straight away, with no stamp duty3,28.
- Then citizenship: one year after permanent residence granted on the basis of Polish origin or the Karta Polaka, with Polish at B17.
- Citizenship by descent: a child is Polish at birth if at least one parent is Polish. People who may already be Polish ask a voivode to confirm it, for a fee of PLN 277; with no Polish address, the voivode of Mazowieckie handles it7,28. Whether a parent or grandparent passed citizenship on depends on older rules this page does not cover; ask a Polish lawyer.
After the first permit: long-term residence and citizenship
- EU long-term resident permit after five years of legal, continuous residence. It is indefinite and costs PLN 6403,28. You need stable income above the threshold for the last three years in most cases, health insurance, and Polish at B1, shown by an official certificate or by a Polish-language school certificate or degree from Poland or abroad (a post-secondary school certificate does not count). Children under 16 are exempt from the language rule3.
- Counting the five years: study time counts half, and no absence may exceed six months, or ten months in total3.
- Permanent residence, a separate permit, is for special groups such as Karta Polaka holders, people of Polish origin, and a Polish citizen’s spouse after three years of marriage and two years here on that basis3.
- Citizenship by recognition: three years of continuous residence on permanent residence or EU long-term residence, with a stable and regular source of income in Poland and a legal title to your home; or two years if you have been married to a Polish citizen for three years. Every adult applicant needs Polish at B1, shown by an official certificate or by a Polish school certificate; there is no age exemption for adults. The fee is PLN 1,0007,27. Through the five-year long-term route, that is about eight years in all, by our arithmetic.
- Dual citizenship: you may hold another citizenship, but before Polish authorities a Polish citizen may not rely on it with legal effect: to them you are Polish only7.
Citizenship bills, not law. As of October 4, 2026, bills to raise the residence requirement for citizenship from 3 to 10 years were before the Sejm: the President’s bill (print 1759) was sent to committee for its first reading on November 4, 2025, and an MPs’ bill (print 1273) was also in committee. A third bill (print 1888) was rejected at first reading on January 9, 202617,18,45. The current law is three years, as above7.
General information, not advice. Quantum Jetset does not give legal, tax, immigration, financial or investment advice. The voivode decides each case, and the permit on other circumstances is discretionary; check the official source for your route and, if your case is not simple, speak to a Polish immigration lawyer.
The Order of Operations, Step by Step
The sequence below is for someone who enters on a national visa from the United States and then files for a temporary residence permit in Poland42,3.
- Choose the route by what you will live on: a Polish job points to the work permit or Blue Card, your own business to the business permit, Polish ancestry to the Karta Polaka, a Polish spouse to the spouse permit, and a pension or savings, by our reading, to the discretionary permit on other circumstances3,30.
- Buy insurance that meets the visa rule, at least EUR 30,000 of travel medical cover for the whole stay, and plan the cover your permit will need: NFZ or a policy covering treatment in Poland42,3.
- Book the consulate through e-konsulat for your state’s consular district, and apply in person no later than 15 days before you travel42.
- Allow the consul’s full time: 15 working days from payment, or up to 30 days if the file needs closer examination; do not book a move that assumes a faster answer42.
- Register your address at the municipal office no later than the fourth day after you arrive at it, in person, with your passport and visa and proof of your right to the apartment; a PESEL number follows automatically when you register for more than 30 days46,47,48.
- File the residence application through MOS before your legal stay ends, and keep the electronic certificate that shows it is pending3,22.
- Open a bank account: every bank offering consumer accounts must offer a basic account in zloty49.
- Watch the driving deadline: a U.S. license with an International Driving Permit is recognized for six months; plan an exchange before then50,51.
- Renew in good time: a temporary permit lasts up to three years, and the next application is again filed online by the last day of your legal stay3.
What Things Cost, From Official Figures
Poland uses the zloty, not the euro. Dollar figures on this page use the Narodowy Bank Polski’s average rate of October 2, 2026: USD 1 = PLN 3.8881 (and EUR 1 = PLN 4.3745)1. Your costs are in zloty, so their dollar value moves with that rate.
Inflation has picked up. By the flash estimate, consumer prices were 4.0% higher in September 2026 than a year earlier, after 3.4% in August; fuel for private transport cost 36.1% more and food 0.5% less21. In August, services cost 5.6% more than a year earlier, goods 2.5% and electricity 4.2%52.
Rents: no official figures by city
Poland has no official statistic of rents by city. Statistics Poland publishes a national index of actual rents, up 3.6% in the year to August 202652, but no zloty amounts for Warsaw, Kraków or anywhere else. For that reason this page gives no rent figures and no rent calculator; figures on property portals are not official data. See the lease rules below.
Pay and the minimum wage
The average gross wage in the enterprise sector was PLN 9,259.54 a month in August 2026, about $2,382: 5.6% more than a year earlier, or 2.0% after inflation.53 For the whole economy, the average was PLN 9,233.13 in the second quarter of 202654. The minimum wage is PLN 4,806 a month in 2026 and PLN 4,950 from January 1, 20279,8.
Electricity and gas
The household electricity price freeze has ended. For 2026 the Energy Regulatory Office approved regulated tariffs at an average of PLN 495.16 per MWh for the energy itself, before VAT and excise, which it says is below the 2025 frozen price; distribution charges rose 9.36%, and for a typical household using 1.8 MWh a year the bill rises about 3%55. The regulated household gas price is PLN 197.29 per MWh before VAT, extended to December 31, 202656. As of October 4, 2026 no 2027 electricity or gas tariff had been approved55,56.
Public transit
Warsaw, Kraków, Wrocław, Poznań and Lublin sell cheaper passes to residents who pay their income tax in the city; until you have filed a Polish return there, you pay the standard price57,58,59,60,61.
| City and pass | Standard price | Resident or city-card price |
|---|---|---|
| Warsaw, 30-day personal, zone 1 | PLN 11057 | Warsaw residents’ pass (Bilet Warszawiaka), zones 1 and 2: PLN 98 |
| Kraków, metropolitan monthly, zone I | PLN 19358,62,63 | Residents’ network monthly: PLN 99 in the operator’s tariff; PLN 109 in the city’s February 2026 notice |
| Wrocław, 30-day personal, all lines | PLN 11059 | Nasz Wrocław card: PLN 90 |
| Gdańsk, monthly personal, all lines in Gdańsk | PLN 11764 | None |
| Gdynia, monthly personal, ordinary, fast and night lines | PLN 11565 | Not checked |
| Sopot: ZTM Gdańsk monthly valid in Sopot only; metropolitan monthly for the three cities’ operators | PLN 81; PLN 15664,66 | Not checked |
| Poznań, 30-day, zone A | PLN 19960 | Metropolitan ticket for people who pay income tax in Poznań or 19 nearby municipalities: PLN 119 |
| Katowice, Metrobilet Miasto 30 (one city, including regional trains in it) | PLN 11967 | None |
| Lublin, 30-day, zone 1 | PLN 14268,61 | Lublin City Card, zones 1 and 2: PLN 96 |
| Szczecin, monthly personal, all lines | PLN 14069 | None found |
In Kraków the official sources disagree on the residents’ pass: the operator’s live page and its tariff in force from March 2, 2026 show PLN 99, while the city’s notice of February 2026 listed PLN 10958,62,63. The same notice says Kraków plans a distance-based fare from January 2027; we had not seen that tariff as of October 4, 202663. We did not check Łódź’s current price list. In dollars, PLN 110 is about $28.

Public Insurance (NFZ), Private Cover, and the Medicare Question
Poland’s public health insurer is the National Health Fund (NFZ). Until you are in it, the cover required for your visa or permit is private.
The insurance your visa or permit requires
- National (D) visa: travel medical insurance of at least EUR 30,000 for the whole stay, covering medical repatriation, urgent care, emergency hospital treatment and death, with the insurer paying providers directly; NFZ insurance is the alternative42.
- Most temporary residence permits: NFZ insurance, or an insurer’s confirmation that it covers the cost of treatment in Poland3.
How you join the public system
- Employees are insured through their employer. The health contribution is 9% of the contribution base, and cover counts from registration with ZUS and payment70.
- Everyone else resident in Poland who is not insured by law, not covered as a family member and not covered by another EU or EFTA system can take out voluntary NFZ insurance36. The premium is 9% of declared income, but no less than 9% of the previous quarter’s average enterprise-sector wage including profit bonuses: at least PLN 845.67 a month (about $218) for July to September 2026, on a base of PLN 9,396.3336,71. The minimum, and the entry-fee amounts below, change every quarter. You pay it to ZUS by the 20th of the following month36.
- Applying: non-EU foreigners who are not students must show that they live in Poland, and file the NFZ application in two copies with a ZUS ZZA form (ZUS ZCNA for family members). Cover starts on the date in the contract and ends 30 days after it ends, and you also receive a European Health Insurance Card36.
An entry fee to ask about. The Act charges a fee to people who start voluntary insurance after a gap, from 20% of the base for a gap of three months to a year to 200% for more than ten years: PLN 1,879.27 and PLN 18,792.66 for July to September 2026. In justified cases, on request, the NFZ may spread it over up to 12 installments or waive it36,70. The gap is counted from your last Polish insurance70; whether the NFZ applies the fee to an American who was never insured in Poland is not stated in what we read. Ask your NFZ regional branch before you budget.
Costs and access
- Free prescription medicines for people aged 65 and over and for children and young people under 18, for drugs on the official lists prescribed for a reimbursed use72. Other co-payment levels are not covered here.
- Waiting times: hospitals and clinics must report their first available date to the NFZ every day, and the Ministry of Health publishes them by clinic73. We found no official national average waiting time.
- Central e-registration for NFZ appointments has been compulsory since January 1, 2026, at first for mammography, the HPV test and the first cardiology visit74.
- Emergencies: 112, or 999 for an ambulance75.
Medicare does not follow you
Medicare usually does not cover health care while you are outside the United States, and Medicare drug plans do not cover prescriptions bought abroad76. Most Medigap plans include foreign travel emergency coverage, but it pays 80% after a $250 deductible, up to $50,000 in a lifetime, and only for emergencies that start in the first 60 days of a trip77. That is travel coverage, not residence coverage.
If you drop Part B ($202.90 a month in 2026) and re-enroll later, the premium rises by 10% for each full 12-month period you could have been enrolled but were not, usually for life78.
Two Tax Systems, and a Treaty From 1974
Moving to Poland adds a second tax system; it does not remove the first while you remain a U.S. citizen. The United States taxes its citizens on worldwide income wherever they live79. The two countries have an income tax convention signed on October 8, 1974, in force since July 22, 1976, which is the one the IRS lists for Poland5,35, and a Social Security agreement in force since March 1, 20096. What follows is the map; the route is a job for a cross-border tax adviser.
When you become tax resident
You are a Polish tax resident if your center of personal or economic interests is in Poland, or if you stay in Poland for more than 183 days in a tax year. Residents are taxed on their worldwide income31.
Income tax for 2026
Income on the general scale is taxed at 12% up to PLN 120,000 a year (about $30,863), minus a tax-reducing amount of PLN 3,600, and above that at PLN 10,800 plus 32% of the excess31. The PLN 3,600 reduction works like a tax-free amount of PLN 30,000, about $7,716, by our arithmetic. On top of it, a solidarity levy of 4% applies to total income above PLN 1,000,000 a year from the scale, the flat tax and capital gains31.
Estimate Polish Income Tax on the 2026 Scale
Enter your annual tax base in zloty. The estimate applies 12% minus PLN 3,600 up to PLN 120,000, and PLN 10,800 plus 32% above it, to the grosz31. Dollars use the NBP rate of October 2, 2026 (USD 1 = PLN 3.8881)1.
A simplification, by our arithmetic from the Act. It is for one resident on the general scale and treats what you enter as the tax base. It leaves out the rounding to whole zloty on a real return, the solidarity levy, the newcomer relief and other reliefs, joint filing, social and health contributions, credits for U.S. tax and U.S. tax itself. Your adviser works out the base.
| Tax base a year | Income tax | Share of the base |
|---|---|---|
| PLN 30,000 (about $7,716) | PLN 0 | 0.0% |
| PLN 60,000 (about $15,432) | PLN 3,600 | 6.0% |
| PLN 120,000 (about $30,863) | PLN 10,800 | 9.0% |

The newcomer relief
The “return relief” (ulga na powrót) does not require Polish citizenship: residence in the United States can count. Up to PLN 85,528 a year (about $21,997) of income from employment, contracts or a business taxed on the scale, the flat tax or the lump-sum tax is exempt from income tax for four consecutive years31. The conditions31:
- You become Polish tax resident after having no Polish residence in the three preceding calendar years.
- You hold Polish or EU citizenship or a Karta Polaka, or you lived continuously during that period in the EU or EEA, Switzerland, or one of the listed countries, which include the United States.
- You have a certificate of residence or other proof of tax residence, and you use the relief only once.
Other ways income is taxed
- Investment income: a flat 19% on interest, dividends and gains on securities and crypto-assets31.
- Flat tax for a sole proprietor: 19% of business income, as an option; you then lose the tax-free amount, since the rate applies from the first zloty31.
- Lump-sum tax on revenue (ryczałt), with no deduction for expenses: for example 17% for liberal professions, 15% for consulting, 12% for IT services, and 8.5% for many other services and for private rental up to PLN 100,000 (12.5% above). It is open if the previous year’s revenue was no more than EUR 2,000,00080.
- Foreign pensions are taxed on the scale. Where income is not exempt under a treaty, Poland deducts the tax paid abroad, up to the part of the Polish tax that falls on that income31.
A tax bill, not law. As of October 4, 2026, a government bill filed in the Sejm on September 29, 2026 (print 3147) would, from January 1, 2027, tax scale income at 12% up to PLN 130,000, 24% from PLN 130,000 to 150,000 and 32% above, raise the solidarity levy from 4% to 5%, and cut the revenue limit for the lump-sum tax from EUR 2,000,000 to EUR 250,000. It had had no reading on that date14. Until a change appears in the Journal of Laws, the 2026 rules above apply.
The 1974 treaty: the saving clause and what it covers
- The saving clause (article 5(3)) lets the United States tax its citizens, and Poland its residents, “as if this Convention had not come into effect”. The exceptions in article 5(4) cover relief from double taxation (article 20), nondiscrimination, the mutual agreement procedure, and some rules for teachers, students, government service and diplomats35.
- No pensions article. The treaty covers only government-service pay and pensions (article 19, exempt in the other country when paid to a citizen of the paying country). It has no article on private pensions or social security payments35.
- Double-tax relief (article 20): Poland credits its residents for tax paid to the United States, and the United States credits tax paid to Poland35.
- A newer convention was signed on February 13, 201381; the IRS still lists only the 1974 text for Poland, and this page follows it5.
A question for your tax adviser, not a rule we can state. Because the treaty has no article on private pensions or Social Security, the treatment of U.S. Social Security, 401(k) and IRA payments follows its general rules, Poland’s worldwide taxation of residents and the credit articles35,31. We found no IRS publication or Polish tax ruling that settles how the tax is shared. Settle it, and whether to take anything out before you move, with an adviser who knows both systems.
Inheritance, gift and wealth
- Inheritance and gift tax applies to property in Poland, and to property abroad if the person receiving it is a Polish citizen or has permanent residence in Poland82.
- The closest family is fully exempt if the acquisition is reported to the tax office within six months: a spouse, descendants, ascendants, stepchildren, siblings and stepparents82.
- Otherwise, tax-free amounts per donor over five years run from PLN 36,120 for close family down to PLN 5,733 for others, with rates from 3% to 20%82.
- There is no U.S.–Poland estate or gift tax treaty: Poland is not on the IRS list83.
Social insurance and health contributions
Social insurance contributions are 19.52% for pensions, split equally between employee and employer; 8% for disability, 1.5% paid by the employee and 6.5% by the employer; and 2.45% for sickness, paid by the employee84. For 2026, pension and disability contributions stop at an annual base of PLN 282,60085. The health contribution is 9% of the base in general, and 4.9% of income for entrepreneurs on the 19% flat tax, with a minimum70.
- Self-employed, 2026: on the standard base of PLN 5,652, social contributions are PLN 1,926.76 a month (about $496) with voluntary sickness cover, or PLN 1,788.29 without. On the preferential base of PLN 1,441.80 they are PLN 456.18. “Ulga na start” waives social contributions, not the health contribution, at the start of a business86. Both have conditions; check them with ZUS.
- Minimum health contribution on the scale or the flat tax: PLN 432.54 a month from February 1, 2026 to January 31, 202726.
- Lump-sum taxpayers, 2026: from PLN 498.35 a month (revenue up to PLN 60,000) to PLN 1,495.04 (above PLN 300,000)87.
The U.S.–Poland Social Security agreement was signed on April 2, 2008 and has been in force since March 1, 200933,6. A self-employed person is covered only by the system of the country where he or she lives, and a worker sent by an employer to the other country stays in the home system if the posting is not expected to exceed five years. Benefits are payable to residents of the other country33.
What you still file in the United States
| What | The rule |
|---|---|
| Form 1040 | Due April 15; citizens living abroad get an automatic extension to June 15 (interest still runs from April 15)79. |
| Foreign Earned Income Exclusion | Up to $132,900 for tax year 202688; the 2027 amount had not been published as of October 4, 2026. The exclusion requires bona fide residence for a full tax year or physical presence abroad for 330 full days in 12 consecutive months89. |
| Foreign Tax Credit | Claim Polish tax paid on Form 1116; no credit on income you excluded90. |
| FBAR | Required when your foreign accounts together exceed $10,000 at any time in the year; due April 15, with an automatic extension to October 1591,92. |
| Form 8938 (FATCA) | For taxpayers living abroad: more than $200,000 at year end or $300,000 at any time (single); $400,000 and $600,000 (married filing jointly)93. |

Lease Rules, Buying as a Foreigner, and Short-Term Rentals
Renting an apartment
Residential leases are governed by the Civil Code and the Tenants’ Protection Act94,95. The rules below are for a standard lease of an apartment. Most of the Tenants’ Protection Act, including its deposit cap, rent-increase rules and most of its grounds for ending a lease, does not apply to an occasional lease or an institutional lease, which have their own rules95.
- Deposit: no more than 12 months’ rent on a standard lease, returned within one month of your leaving, adjusted to the current rent; up to six months’ rent on an occasional or institutional lease95.
- Notice: an open-ended lease with monthly rent can be ended with three months’ notice, to the end of a calendar month. A fixed-term lease can be ended early only in the cases the contract sets out94.
- The landlord’s grounds: on a standard lease, the landlord may end the lease only for reasons in the Act, in writing, with the reason stated; one is rent arrears of at least three full payment periods after a written warning and a further month to pay95.
- Rent increases on a standard lease: in writing, with three months’ notice, to the end of a calendar month. An increase that takes the yearly rent above 3% of the apartment’s replacement value needs a justification; one within the previous year’s average inflation, 3.6% for 2025, which applies to increases in 2026, counts as justified; the 2026 figure, published in January 2027, applies in 2027. You may refuse within two months, which ends the lease95,96.
- Occasional lease (najem okazjonalny): a fixed-term lease of up to 10 years from a private landlord, for which the tenant signs a notarial submission to eviction and names another place to live; the landlord must notify the tax office within 14 days95.
A tenancy bill, not law. As of October 4, 2026, an MPs’ bill (print 2447) that would make it easier to end a lease for unpaid rent had had its first reading, on April 30, 2026, and the government had given its position on September 2, 202616. The rules above are the law in force.
Buying: the permit question
A foreigner needs a permit from the Minister of the Interior to buy real estate in Poland. The Act exempts a self-contained apartment (and a garage that goes with it). A house or land is exempt once the buyer has held permanent residence or EU long-term residence for at least five years, or two years if married to a Polish citizen34.
Read this before buying in Gdańsk, Gdynia, Sopot or Szczecin. Article 8(3) of the Act says the exemptions, including the one for apartments, “do not apply to real estate located in the border zone”34. The Interior and Administration Minister’s 2005 regulation listing the municipalities in the border zone, still in force, includes Gdańsk, Gdynia, Sopot and Szczecin97. Warsaw, Kraków, Wrocław, Poznań, Łódź, Katowice and Lublin are not on that list97. Before you sign anything in those four cities, ask the notary, or the Ministry of the Interior and Administration, to confirm whether your purchase needs a permit.
- Electronic deeds: from November 19, 2026, notaries upload deeds of purchases by foreigners to a central electronic repository, which forwards them to the Interior Ministry; the parties pay a fee for this, to be set by regulation; as of October 4, 2026 the regulation setting it had not been published. The permit rules do not change13.
- Transfer tax (PCC): 2% of market value on a resale purchase, collected by the notary. A purchase taxed with VAT, such as a new-build apartment bought from a developer, pays no PCC, except 6% on the sixth and later such apartments bought in one development98. We did not check the VAT rate on new homes.
- First-home exemption: no PCC for an individual buying an apartment or house who has never held such a right or a share in one (an inherited share of up to 50% is disregarded)98. Whether a home you own in the United States counts against you is not stated in the text; ask the notary or a tax adviser.
- Fees: entering your ownership in the land register costs PLN 20099, and a mortgage 0.1% of the debt in PCC98 and PLN 200 to enter it in the land register99.
- Notary’s fee cap: on a value from PLN 60,000 to PLN 1,000,000, at most PLN 1,010 plus 0.4% of the amount above PLN 60,000; the overall maximum is PLN 10,000100. For the sale of an apartment, a single-family house or a building plot, including from a developer, the maximum is half of that scale (section 6, points 16 to 19)100, so for a PLN 800,000 apartment the cap on the notary’s own fee is PLN 1,985, by our arithmetic.
- Annual property tax is set by each municipality up to a national ceiling: for homes, at most PLN 1.25 per m² in 2026 and PLN 1.29 in 2027; for “other” land, including house plots, PLN 0.77 and PLN 0.8011,10.
What apartments cost
The Narodowy Bank Polski publishes average transaction prices per square meter of apartments in the largest cities, every quarter. In the second quarter of 2026, resale apartments sold for an average of PLN 16,723 per m² in Warsaw and PLN 8,020 in Łódź, the highest and lowest of the ten cities below101. Statistics Poland’s national index, a different method, rose 6.3% in the year to the second quarter of 2026102. The two measure different things, a national index on one side and city averages on the other, so compare like with like.
| City | Resale | New-build |
|---|---|---|
| Warsaw | PLN 16,723 (about $4,301) | PLN 16,783 |
| Kraków | PLN 14,792 (about $3,804) | PLN 15,923 |
| Gdańsk | PLN 14,035 (about $3,610) | PLN 14,491 |
| Wrocław | PLN 12,590 (about $3,238) | PLN 14,312 |
| Gdynia | PLN 12,267 (about $3,155) | PLN 12,887 |
| Poznań | PLN 10,891 (about $2,801) | PLN 12,766 |
| Lublin | PLN 10,219 (about $2,628) | PLN 10,889 |
| Szczecin | PLN 9,363 (about $2,408) | PLN 11,427 |
| Katowice | PLN 8,102 (about $2,084) | PLN 11,840 |
| Łódź | PLN 8,020 (about $2,063) | PLN 9,945 |
Source: NBP housing-price database101. Dollar figures are our arithmetic at the NBP rate of October 2, 20261. By our arithmetic, a 50 m² resale apartment at Warsaw’s average comes to PLN 836,150, about $215,054. NBP does not cover Sopot; see where to live for the only official figure we have for it.
What an Apartment of Your Size Costs at the City Average
Choose a city and a market and enter the floor area you want. The estimate multiplies the NBP’s average transaction price per m² for the second quarter of 2026 by your area101, and converts at the NBP rate of October 2, 20261.
A city-wide average, not a valuation or an offer: location, building and condition move prices a long way. Transfer tax, notary and court fees come on top for a resale purchase, and new-build prices include VAT.
Short-term rentals
As of October 4, 2026, short-stay lets counted as hotel services in “other facilities”: they had to meet minimum equipment, sanitary and fire rules and be entered in the register kept by the mayor of the municipality103. The EU regulation on data for short-term rentals, (EU) 2024/1028, has applied since May 20, 2026104.
As of October 4, 2026, Poland’s own scheme was not law. A government bill (print 2865) had its first reading on September 2, 2026, and the committees recommended it on September 17, 2026; its second reading was pending15,105. As drafted, it would create a central register with an ID number for listings and fines of up to PLN 50,000, and from January 1, 2028 let housing communities ban short-term lets and city councils create zones without them105. If you plan to rent to tourists, check the bill’s status and the tax with a Polish adviser before you buy.

Eleven Cities, Compared on Official Numbers
Poland had 37,332,510 residents on December 31, 2025106. We compare eleven cities below on population106, apartment prices101,107 and climate normals for 1991–2020 from the Institute of Meteorology and Water Management108. Our groupings are starting points for a scouting trip, not verdicts.
Capital and U.S. Embassy
Warsaw, with 1,866,729 people, is by far the largest city106, and the U.S. Embassy is there109. It is also the most expensive: resale apartments averaged PLN 16,723 per m² in the second quarter of 2026101. A 30-day zone 1 pass costs PLN 11057.
Consider: Warsaw
Large Southern and Western Cities
Kraków (816,614), with a U.S. Consulate General, Wrocław (672,601) and Poznań (534,239)106,109, with resale averages of PLN 14,792, 12,590 and 10,891 per m²101. Wrocław’s station has the highest July daily high here, 25.6°C (78°F)108.
Consider: Kraków · Wrocław · Poznań
The Baltic Coast
Gdańsk (489,328), Gdynia (238,712) and Sopot (31,205) on the Baltic, and Szczecin (383,786)106. The Gdańsk and coastal Hel stations have the lowest July daily highs here, 22.6°C and 22.1°C (73°F and 72°F)108. All four are on the 2005 border-zone list that matters for foreigners’ property purchases; read the permit note before you buy97.
Consider: Gdańsk · Gdynia · Sopot · Szczecin

Sources: Statistics Poland, Local Data Bank106,107; NBP housing-price database101. The two price columns come from different sources, methods and years and should not be compared with each other: NBP gives averages of resale transactions in 2026; Statistics Poland gives medians of all market sales in late 2024, and is the only official source we have for Sopot, whose sample is small. Sopot’s median of PLN 20,929 per m² is the highest in that column.

Paperwork: Registration, Numbers, Banks, Driving and Pets
Registering your address (meldunek)
A foreigner from outside the EU must register at the place of permanent or temporary stay no later than the fourth day after arriving there; stays of 30 days or less are exempt46. You cannot do it online: you go in person to the municipal office with your passport and visa or residence card, and proof of your right to the apartment, such as a lease or the owner’s confirmation on the form. Registration is free47.
PESEL, your tax number and the Trusted Profile
A PESEL number is assigned automatically when a foreigner registers an address for more than 30 days.48 For individuals who do not run a business and are not registered for VAT, the PESEL is the tax identifier; others use a NIP110. The Trusted Profile (profil zaufany) is a free government e-ID for online public services111.
A bank account
Every bank that offers consumer accounts must offer a basic payment account in zloty, with domestic transactions free of charge. The bank must decide within 10 business days of a complete application and may not require other products or a minimum income. It is meant for consumers with no other zloty payment account in Poland49.
Driving on a U.S. license
A U.S. state license on its own is not enough. Polish law recognizes an International Driving Permit on the 1949 Geneva model, used with your license, for six months from the start of your permanent or temporary stay50. The U.S. Embassy puts it differently: Americans may use an International Driving Permit for six months “from the date of entry into Poland”, and a U.S. license without one “is not acceptable”51. Plan on the earlier of the two dates.
Will you need a test to exchange it? Anyone with a valid foreign license may exchange it at the county office (starosta), for a fee. If the foreign license is not one “defined in” the international conventions, you must also pass the theory part of the state exam and provide a certified translation50. Whether a U.S. state license needs the theory test is not settled by the text; ask your county office before your six months run out.
Pets
New EU rules for pets have applied since April 22, 202624,112. The United States is listed in Annex II of Implementing Regulation (EU) 2026/636, so a dog, cat or ferret coming from the United States needs no rabies antibody (titer) test24,113. For each animal24:
- A microchip (or a tattoo applied before July 3, 2011).
- A valid rabies vaccination, given at 12 weeks or older; the first one is valid 21 days after it is given. Poland does not admit unvaccinated young animals.
- An EU animal health certificate, issued or endorsed no more than 10 days before entry into the EU, and your written declaration that the move is not commercial112.
- No more than five animals under these rules; more than five fall under other conditions.
Pets from the United States must enter through a listed point of entry where customs checks them, including the airports of Warsaw (Chopin and Modlin), Kraków, Gdańsk, Katowice, Wrocław and Poznań114. We found no official figure for fees at the point of entry; ask customs and your airline before you book.
Shipping your household
Your personal property enters the EU free of import duty when you move your normal residence from outside the EU, if you have owned and, for goods that are not consumed, used it for at least six months, have lived outside the EU for at least 12 consecutive months, and have it released within 12 months of setting up residence, in one or several consignments. For 12 months you may not lend, pledge, hire out or sell it without paying duty. There is no relief for alcohol, tobacco, commercial vehicles or professional equipment115. Ask Polish customs about the paperwork before the shipment leaves.
Schools
Education is compulsory to age 18. School starts in September of the year a child turns seven, after a compulsory pre-school year at six116. Foreign children attend public pre-schools and primary schools on the same terms as Polish children, and public secondary schools up to age 18 or graduation. They are entitled to free extra Polish lessons for up to 24 months and a native-language teaching assistant for up to 12 months.116
Your U.S. services, and emergencies
- The U.S. Embassy in Warsaw is at Aleje Ujazdowskie 29/31, with the American Citizen Services entrance at Piękna 12; there is a Consulate General in Kraków at ul. Stolarska 9 and a Consular Agency in Poznań with limited services109.
- For emergencies involving U.S. citizens, the line is +48 22 504 2000, day and night, seven days a week; help after hours is limited109. Passport services are by appointment, with an option to renew by mail117.
- In an emergency, call 112, or 999 for an ambulance, 998 for the fire service and 997 for the police75.
Before the Permit: Visiting Under Schengen, EES and ETIAS
Poland has been an EU member since May 1, 2004 and a member of the Schengen area since December 21, 20072. It does not use the euro: its currency is the zloty2. As an American you can visit without a visa for up to 90 days in any 180-day period across the Schengen area37,38. A national visa also lets you stay in the other Schengen states for 90 days in any 18042.
Since April 10, 2026 (after a gradual start on October 12, 2025), the EU’s Entry/Exit System (EES) has recorded visitors’ entries and exits with biometric data instead of passport stamps25. Holders of a Polish residence permit or national visa are not registered in it118.
As of October 4, 2026, ETIAS, the EU travel authorization for visa-free visitors, is not in operation, and the European Commission says it will announce the start date several months ahead119. An older page of the EU’s diplomatic service still says ETIAS “will start operations in the last quarter of 2026”120; we follow the Commission’s own ETIAS page. When ETIAS starts it will cost EUR 20 (free under 18 and over 70) and last three years or until your passport expires121,122. Residence permit and long-stay visa holders will not need it122.
Border checks inside Schengen. Poland reintroduced temporary checks at its borders with Germany and Lithuania on July 7, 2025, and has extended them to March 30, 2027; check whether they were extended again after that date. Carry your passport, and your permit once you have one, even when you arrive from another Schengen country20,19.
A Realistic Twelve Months
Built backward from the rules above for a national visa followed by a temporary residence permit. The consul has up to 30 days in the longer case, and the Act gives the voivode 60 days from a complete file; real waits are not published, so the plan leaves room beyond both. Your own dates depend on your route and on how quickly your documents come together.
Decide and test
Choose the route and run the income or salary check. Book a cross-border tax adviser about your 401(k), IRA, Social Security and the newcomer relief. Plan a scouting trip within your 90 visa-free days.
Build the file
Collect three months of bank statements, look for accommodation, and buy travel medical insurance of at least EUR 30,000. For a pet: microchip first, then rabies vaccination, valid 21 days later.
Apply for the visa
Book through e-konsulat and apply in person at the post for your state, well over 15 days before you travel. Allow up to 30 days for the decision.
Prepare the move
Get moving quotes: household goods enter free of import duty only if you have owned and used them for at least six months and lived outside the EU for at least 12 months. Book the vet visit for your pet’s EU health certificate, which must be issued no more than 10 days before entry, and plan the entry point112.
Register and file
Register your address within four days, which brings a PESEL number. File the residence application through MOS while your stay is legal. Open a bank account and sort out health insurance.
Wait, drive, file taxes
Allow the voivode’s 60 days, and more: no official average wait is published. Exchange your U.S. license within six months. Put the U.S. return (June 15 abroad) and the FBAR (October 15 with the extension) on the calendar.
What Americans Ask Us About Poland
Does Poland have a retirement visa?
Not by that name. We found no retirement or passive-income permit in the Act on Foreigners. By our reading, the nearest route is a temporary residence permit on “other circumstances”, which the voivode may grant at discretion if you show circumstances justifying your stay, stable income above the threshold, accommodation and health insurance3.
How much income do I need for a residence permit?
Can I work in Poland as an American?
I have Polish grandparents. What does that open up?
If a parent or grandparent, or two great-grandparents, were of Polish nationality and you have at least basic Polish, you can apply to a consul for the Karta Polaka, free of charge30. It allows work without a permit, can lead straight to permanent residence with no stamp duty, and citizenship can follow after one year of that permanent residence, with Polish at B130,3,7.
How will Poland tax me, and is there a break for newcomers?
Residents pay 12% on income up to PLN 120,000, less a PLN 3,600 reduction, and 32% above that, in 202631. Under the newcomer relief, up to PLN 85,528 a year of employment, contract or business income is exempt for four consecutive years if you had no Polish residence in the three preceding calendar years and, among other options, lived in the United States throughout that time; you need a certificate of residence or other proof of tax residence31. The relief covers income tax only; social and health contributions are set by other laws84,70.
Will Poland tax my U.S. Social Security, 401(k) or IRA?
The 1974 treaty has no article on private pensions or Social Security; it covers government-service pay and pensions35. Poland taxes residents on their worldwide income and credits foreign tax up to the Polish tax on that income31. How the two countries share the tax on these payments is a question for a cross-border adviser; we found no IRS publication or Polish ruling that settles it.
Can Americans buy property in Poland?
A foreigner needs a permit from the Minister of the Interior to buy real estate, but a self-contained apartment is exempt, and houses and land are exempt once you have held permanent or EU long-term residence for five years34. The Act says these exemptions do not apply in the border zone, and the 2005 border-zone list includes Gdańsk, Gdynia, Sopot and Szczecin; ask the notary to confirm whether you need a permit there34,97.
Can I drive on my U.S. license?
How long until citizenship, and can I keep my U.S. passport?
Three years of continuous residence on permanent or EU long-term residence, which itself comes after five years, with a stable and regular source of income in Poland, a legal title to your home and Polish at B1: about eight years, by our arithmetic7,3. You may keep another citizenship, but Polish authorities treat a Polish citizen as Polish only7.
Was the 2027 tax change law when this page was checked?
Not on October 4, 2026: the bill that would change the income tax scale and the lump-sum tax from 2027 (print 3147) had been filed in the Sejm on September 29, 2026 and had had no reading14. Check the Journal of Laws (dziennikustaw.gov.pl) for whether it was enacted; until a change is published there, the 2026 rules on this page apply.
