Montenegro Relocation Guide

Everything on our Montenegro page, taken further and turned into a working file: an 80-page guide with document lists by route from the Law on Foreigners and its rulebooks, the €20-a-day means test and the permit fees for your household, the digital nomad income test read both ways, the transfer tax and the yearly real estate tax worked out at five prices, what the digital nomad exemption is worth, and a month-by-month plan; an Excel workbook that does the arithmetic; and a Word checklist you check off as you go. Every rule and official figure is taken from, or calculated from, an official source, 116 of them, checked on October 7, 2026; every figure that changes is dated, with the official place to check it; the worked households use assumed incomes, labeled as such.

What You Get Beyond the Free Page

Our Montenegro page is free and stays free. The guide adds the parts you need when you actually start the paperwork.

Chapter or toolWhy it matters
Three worked householdsA retired couple on Social Security and a company pension buying in Herceg Novi, a remote-working couple with two children in Podgorica, and a single early retiree on investment income buying in Bar, each taken through the route the rules point to, the tests line by line, the first-year fees and taxes and the monthly lines with an official figure (composite examples: their incomes and savings are assumptions, not real clients).
First-year cost planThe permit fees, the card fee, the legal rules and the official references, and the monthly running costs, with a column for your own figures; it matches the workbook, and it says plainly where no official figure exists, such as a rent by town or a health insurance premium.
Document tracker and month-by-month planEach document by route with where to get it, the validity and age limits and any apostille or translation rule an official source states, plus a plan from 12 months before the move to 3 months after, built around the 90 days, the 24-hour registration and the 30-day absence rule, as checklists in Word.
Document lists by routeWhat the Law on Foreigners and its rulebooks require for the property-owner, digital nomad, employee and family permits and for renewals, dated to the version we read; we found no residence checklist from Montenegro’s missions in the United States, and the guide says so.
Your household’s numbersThe €20-a-day means test and the permit fees for 1 to 4 adults and 0 to 3 children, the digital nomad figure read both ways, and the tax on investment income with the surtax, in euros and dollars.
Purchase costs and the nomad exemption, workedThe transfer tax, the €150,000 permit test and the yearly real estate tax at five prices; and what the 2026 wage tax and surtax would come to at three salaries, against the nomad exemption.
Numbers, deadlines and glossaryEmergency numbers in the official wording, the offices you will deal with, the deadlines that repeat, the figures that change with where to check them, and the local terms you will meet.

Made For

  • Americans who have chosen Montenegro, or narrowed it to Montenegro and one other country.
  • Remote workers for a foreign employer or their own foreign company, and their families.
  • Retirees and others planning to buy a home of €150,000 or more as their ground for residence.
  • Anyone who wants to arrive at a lawyer’s or tax adviser’s office already knowing the rules.

What It Is Not

  • Legal, tax or immigration advice. It explains the rules in general; your case needs your advisers.
  • A retirement visa: Montenegro has no pensioner or passive-income permit, and the guide says so, with the routes that do exist.
  • A way to live in the EU: Montenegro is a candidate country, not a member, and its permits give no right to live in the EU.

Questions About the Guide

How is the guide different from your free Montenegro page?

The page explains the rules; the guide is built for doing the work. It adds three worked household examples, a first-year cost plan, a document tracker and a month-by-month plan, document lists by route, your household’s means test and fees, the transfer and real estate taxes worked out at five prices, what the digital nomad exemption is worth, deadlines, a glossary and key numbers, plus the Excel workbook and the Word checklists.

How current is it?

Every source of the guide was read on October 7, 2026, and each figure is numbered to its source, which is marked with the day it was read. Figures that change, such as the minimum wage, fees, tax bands, prices and the exchange rate, are dated, and the guide lists when they usually change and the official place to check the current one. Where we found no official figure, such as a rent by town, the guide says so. Each edition is dated; a later edition is a new purchase. If you find an error in your file, we send a corrected copy free.

Does Montenegro have a retirement visa?

No. The Law on Foreigners has no pensioner or passive-income permit. The guide sets out the routes that do exist, including the property-owner permit and its €150,000 rule, with a worked example of a retired couple and of a single early retiree who buy a home.

Can I move to Montenegro to work remotely for my U.S. employer?

Yes, that is what the digital nomad permit is for: remote work for a foreign company, or for your own company not registered in Montenegro, with income of at least three minimum wages a month in the year before you apply. The guide works out the test both ways, the family’s permits, the tax exemption and a worked example of a family.

Is it legal or tax advice?

No. Quantum Jetset does not give legal, tax, immigration, financial or investment advice. The guide explains how the rules work in general and lists the questions to take to a licensed lawyer and a cross-border tax adviser.

What if a file will not open?

If a file will not open, email us with your order number and we will put it right by sending you a working copy free of charge.

It will show MEGACOMMERCIALENT, the payment name of Mega Commercial Enterprises Limited, the Irish company behind Quantum Jetset.

Quantum Jetset does not give legal, tax, immigration, financial or investment advice. The guide explains the rules in general, with official sources checked on October 7, 2026; check the source before you act and speak to a licensed professional where it matters.
