Estonia Relocation Guide
Everything on our Estonia page, taken further and turned into a working file: an 82-page guide with document lists by route from the Embassy in Washington’s own long-stay visa list and the Police and Border Guard Board’s residence permit lists, the money tests and fees for your household, the flat 22% tax worked at three salaries, the state fee and the notary’s fee with VAT at five prices, and a month-by-month plan; an Excel workbook that does the arithmetic; and a Word checklist you check off as you go. Every rule and official figure is taken from, or calculated from, an official source, 123 of them, checked between September 25 and October 9, 2026, and every figure that changes is dated, with the place to check it; the worked households use assumed incomes, labeled as such.

What You Get Beyond the Free Page
Our Estonia page is free and stays free. The guide adds the parts you need when you actually start the paperwork.
| Chapter or tool | Why it matters |
|---|---|
| Three worked households | A retired couple hoping for a year in Tartu, for whom Estonia has no residence permit but a long-stay visa, a remote-working family of four on the digital nomad visa in Tallinn, and a single early retiree on the large-investor permit, each taken through the route the rules point to, the tests line by line, the first-year fees and the monthly lines with an official figure (composite examples: their incomes and savings are assumptions, not real clients). |
| First-year cost plan | The permit, visa and card fees, the legal limits and the official references, and the monthly running costs, with a column for your own figures; it matches the workbook, and it says plainly where no official figure exists, such as a rent. |
| Document tracker and month-by-month plan | Each document by route with where to get it and any validity, apostille or translation rule an official source states, plus a plan from 12 months before the move to 3 months after, as checklists in Word. |
| Document lists by route | The Embassy in Washington’s own long-stay visa and digital nomad lists for U.S. applicants, and the Police and Border Guard Board’s lists for every residence permit, the extension, the long-term resident’s permit and citizenship, each dated to the day we read it. |
| Your household’s numbers | The long-stay visa funds for one to four adults and up to three children, the salary floors, the means tests and the Embassy fees for a household, in euros and dollars. |
| Purchase costs and tax, worked | The state fee for the land register and the notary’s fee with its VAT at five prices, from the two Acts’ tables, and Estonian tax on a salary at three levels, with the employer’s social tax. |
| Numbers, deadlines and glossary | Emergency numbers in the official wording, the Embassy and the offices you will deal with, the deadlines that repeat, the figures that change and where to check them, and the local terms you will meet. |

Made For
- Americans who have chosen Estonia, or narrowed it to Estonia and one other country.
- People with an Estonian job offer, founders and investors, students, and remote workers for a U.S. employer or their own foreign company.
- The spouses and children moving with them, and people joining family already in Estonia.
- Anyone who wants to arrive at a lawyer’s or tax adviser’s office already knowing the rules.
What It Is Not
- Legal, tax or immigration advice. It explains the rules in general; your case needs your advisers.
- A retirement permit: Estonia has granted none on sufficient income since 2012, and the guide says so, with what a retiree can do instead.

Questions About the Guide
How is the guide different from your free Estonia page?
The page explains the rules; the guide is built for doing the work. It adds three worked household examples, a first-year cost plan, a document tracker and a month-by-month plan, document lists by route, the money tests and fees for your household, the purchase fees at five prices and the tax worked at three salaries, deadlines, a glossary and key numbers, plus the Excel workbook and the Word checklists.
How current is it?
The Estonian sources were read on October 8 and 9, 2026, and some U.S. federal and EU sources between September 25 and October 7; each figure is numbered to its source, which is marked with the day it was read. Every figure that changes carries its date and the official place to check it, and the guide says which change on a fixed calendar, such as the salary floors each March and the tax rules each January 1. Each edition is dated; a later edition is a new purchase. If you find an error in your file, we send a corrected copy free.
Does Estonia have a retirement visa?
No. Estonia has granted no permit on sufficient income since July 1, 2012. The guide sets out what a retiree can do instead, with a worked example of a couple on a long-stay visa for up to a year and an early retiree on the large-investor permit.
Does the guide cover the digital nomad visa?
Yes: the 2026 income test of €132 a day and the Embassy’s older €4,500 figure, the Embassy’s document list, the fee, the filing window, what the visa does not lead to, and a worked example of a remote-working family.
Is it legal or tax advice?
No. Quantum Jetset does not give legal, tax, immigration, financial or investment advice. The guide explains how the rules work in general and lists the questions to take to a licensed lawyer and a cross-border tax adviser.
