Andorra Relocation Guide
Everything on our Andorra page, taken further and turned into a working file: an 80-page guide with document lists by route from the Government’s own lists and forms and the Immigration Service regulation, passive residence’s payment, fees and income test for your household on both readings, the purchase taxes worked out at five prices, and a month-by-month plan; an Excel workbook that does the arithmetic; and a Word checklist you check off as you go. Every rule and official figure is taken from, or calculated from, an official source, 100 of them, checked on October 8 and 9, 2026; every figure that changes is dated, with the official place to check it; the worked households use assumed incomes, labeled as such.

What You Get Beyond the Free Page
Our Andorra page is free and stays free. The guide adds the parts you need when you actually start the paperwork.
| Chapter or tool | Why it matters |
|---|---|
| Three worked households | A retired couple on Social Security and a company pension renting in La Massana on passive residence through the Housing Fund, a remote-working couple with two children looking at the digital nomad permit, and a single early retiree on investment income buying a home in Andorra la Vella for passive residence, each taken through the route the rules point to, the money tests line by line, the first-year sums and the monthly lines with an official figure (composite examples: their incomes and savings are assumptions, not real clients). |
| First-year cost plan | The fees, the AFA payment, the purchase taxes, the legal limits and the official references, and the monthly running costs, with a column for your own figures; it matches the workbook, and it says plainly where no official figure exists, such as a rent for a parish or a health insurance premium. |
| Document tracker and month-by-month plan | Each document by route with where to get it, the three-month age limit on criminal-record certificates and the apostille and translation rules the regulation sets, plus a plan from 12 months before the move to 3 months after, built around the quota, the medical check, the comú registration and the six months to invest, as checklists in Word. |
| Document lists by route | What the Government’s lists and forms ask for passive residence and each dependent, professionals with international projection, the digital nomad permit, an employee, a company owner and family reunification, and what the Immigration Service regulation requires of every document, dated to the versions we read. |
| Your household’s numbers | Passive residence’s AFA payment, first-permit fees and income test on both readings, and the family-reunification income, for 1 to 4 adults and 0 to 3 children, in euros and dollars. |
| Purchase costs, worked | The transfer tax and the foreign real-estate investment tax at five prices, for a first home, another property and a resident of three years, with the floor area each price buys at the capital’s average. |
| Numbers, deadlines and glossary | Emergency numbers in the official wording, the offices you will deal with, the deadlines that repeat, the figures that change with where to check them, and the local terms you will meet. |

Made For
- Americans who have chosen Andorra, or narrowed it to Andorra and one other country.
- People with capital to invest who will live in Andorra without working there, and their families.
- Professionals and remote workers with clients abroad, and people with an Andorran job offer or company.
- Anyone who wants to arrive at a lawyer’s or tax adviser’s office already knowing the rules.
What It Is Not
- Legal, tax or immigration advice. It explains the rules in general; your case needs your advisers.
- An inexpensive retirement route: passive residence asks for €1,000,000 invested, or €400,000 in the Housing Fund, and a €50,000 payment you do not get back; the guide says so, with the routes that do exist.
- A way to live in the EU: Andorra is not an EU member, and by our reading its permits give no right to live in Spain or France beyond a visitor’s 90 days in 180.

Questions About the Guide
How is the guide different from your free Andorra page?
The page explains the rules; the guide is built for doing the work. It adds three worked household examples, a first-year cost plan, a document tracker and a month-by-month plan, document lists by route, passive residence’s payment, fees and income test for your household, the purchase taxes worked out at five prices, deadlines, a glossary and key numbers, plus the Excel workbook and the Word checklists.
How current is it?
The sources of our Andorra page were read on October 8, 2026, and those added for the guide on October 9, 2026; each figure is numbered to its source, which is marked with the day it was read. Figures that change, such as fees, the minimum wage behind the income test, tax rates, tariffs, quotas and the exchange rate, are dated, and the guide lists when they usually change and the official place to check the current one. Where we found no official figure, such as a rent for a parish, the guide says so. Each edition is dated; a later edition is a new purchase. If you find an error in your file, we send a corrected copy free.
What does passive residence cost?
Since February 13, 2026: at least €1,000,000 invested in Andorran assets, or €400,000 in the state Housing Fund, a payment of €50,000 to the financial authority, plus €12,000 for each dependent, that you do not get back unless the first application is refused, first-permit fees of €3,000 plus €1,000 for each dependent, and income above 300% of the annual minimum wage. The guide works it out for your household, on both readings of the income test.
Can I apply from the United States?
We found no official channel for filing from the United States: Andorran permits are filed in Andorra with the Immigration Service. The guide sets out the documents to prepare before you go, the order to do it in, and the month-by-month plan.
Is it legal or tax advice?
No. Quantum Jetset does not give legal, tax, immigration, financial or investment advice. The guide explains how the rules work in general and lists the questions to take to a licensed lawyer and a cross-border tax adviser.
What if a file will not open?
If a file will not open, email us with your order number and we will put it right by sending you a working copy free of charge.
Will my card statement say Quantum Jetset?
It will show MEGACOMMERCIALENT, the payment name of Mega Commercial Enterprises Limited, the Irish company behind Quantum Jetset.
Quantum Jetset does not give legal, tax, immigration, financial or investment advice. The guide explains the rules in general, with official sources checked on October 8 and 9, 2026; check the source before you act and speak to a licensed professional where it matters.
